  2. What is Palliative Care? Palliative care improves the quality of life of patients and that of their families who are facing challenges associated with life-threatening terminal illnesses

  3. The Need 1. Around 3.0 million patients with cancer at any point of time. 2. An equal number of patients with other incurable diseases. 3. 5.1 million with HIV/AIDS; more than 30,000 die of AIDS every year. 4. Rapid increase in the number of aged population - the highest number of patients in need of palliative care in future will be from the elderly terminally ill.

  4. Components of Program NPPC, launched in 2013-14, is a part of NHM and has following components: 1. Establishment of State Palliative Care Cell: (a) Co-ordinator (1) (b) Data Entry Operator (1) 2. Capacity building at District Hospital: (a) Physical infrastructure (renovation, equipment etc.) (b) Human resource (1 Physician; 4 Nurses; 1 Multi-task worker) (c) Training (d) Miscellaneous (Drugs, Home-based PC etc.) Capacity building at TCCCs & Medical colleges comes under Cancer component of National Program for Prevention & Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS)

Palliative Care Services At district level: a) OPD/IPD services b) Referral services c) Home-based palliative care d) Training At HWC (PHC & SC) level: a) Identification of patients with palliative care needs b) Basic nursing procedures c) Psycho-social & spiritual support d) Home-based palliative care e) Referral services f) Bereavement support g) Community awareness

  6. District Hospital (Budget) Component Expenditure (in lakhs per year) 1. Salary Physician (1) @ Rs. 60,000 per month 7.20 Nurses (4) @ Rs. 30,000 per month 14.40 Multi-task worker (1) @ Rs. 15,000 per month 2. Infrastructure strengthening (renovation, equipments, beds etc) 3. Training 1.80 15.00 2.00 4. Miscellaneous (workshop/stationary/Travel/drugs etc.) Total 8.00 48.40

  7. State Palliative Care Cell (Budget) Component Expenditure (in lakhs per year) 1. Salary Co-ordinator (1) @ Rs. 60,000 per month Data Entry Operator (1) @ Rs. 15,000 per month 2. Miscellaneous (workshop/stationary/Travel etc.) 7.20 1.8 0.50 to 1.00 Total 9.50 to 10.00

  8. Achievements 1. Till date, 456 districts in 27 states/UTs, have been supported under the program. 2. Certain amendments were effected in Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 in 2014, which shall allow: A single regulation for morphine & other ENDs across the country; A single license to hold and use ENDs; A single agency the State Drugs Controller to issue licenses and monitor it.

  9. Issues Expansion of program in all districts of the country in phased manner. Operationalization Care Units already supported. of Palliative Enhancement of skilled manpower in palliative care. 9
