Cares Act Spending Indian Housing Block Grant -ARPs GLIHA received CARES Act funding in 2021. As of March 2022 only 13% of all funding remains to be spent. Most of that is concentrated in 4-5 grantees who collectively have $1,181,000.00. Grantees should be aware that this money was appropriated for the purpose of Preventing, Preparing for and Responding to COVID-19. As things open up, the potential exists of unspent money being rescinded. American Rescue Plan. Each Grantee was allocated funding similar to the Cares Act which allowed a large additional amount of funding to increasing housing to prevent, prepare for and respond to COVID-19.
American Rescue Plan-unclaimed funds The American Relief Plan funding remains open with three tribes who haven t applied leaving nearly $5 million available. A Dear Tribal Leader letter has been sent out warning that should those funds not be applied for to Prepare, Prevent and Respond to COVID, the remaining $5 million will be reallocated to the ARP ICBG fund to meet the unmet needs of other tribes that applied with fundable applications but because of insufficient funds could not be funded.
Recent ICDBG ARP awards Lac du Flambeau Ho-Chunk Nation $1,035,000 to construct a food bank to improve community emergency readiness $1,725,000 to assist low income members with rent, mortgage and utilities payments by those affected by Covid-19
STAFF CHANGES EWONAP/HQS: Many staff changes have occurred within the EWONAP during the past two years that the EWONAP Office has been closed due to the COVID pandemic and probably many unfamiliar names that you all will become familiar with over time. All are available and ready carry on the HUD NAHASDA mission of improving the living environments of tribes through various funding opportunities. To that end the EWONAP has expanded the staff through all available hiring opportunities.: The Grants Management Division has 4 newer GM Specialists, with 1 pending The GE Division has 6 newer GE Specialists. And we are hiring both an LTE and FTE position. A new Administrator Advisor has been hired who is familiar to you: Cheryl Cloud formerly of Red Cliff HA. Overall the EWONAP staff now stands at 21 including the Administrator, two Division Directors, and Administrative Advisor.
CURRENT WORK SCHEDULE: The mandatory telework policy for COVID remains in effect with the exception of Managers. Program Managers were authorized to return to the office on March 21st , however this was not a mandatory directive and work schedules can and will be developed individually, while it is currently not mandated that managers return to a regular 5 day work week in the office, but may be approved for less days of actually being in the office and may continue work from home on certain days of the week.
A separate return to the office authorization is under way for non managers pending completion of negotiations with the relevant union. In any case, there will be a new normal situation in the work place and schedules as a result of the COVID pandemic that has affected us all. Starting April 25th all staff will be asked to be in the office at least twice a pay period. Always feel free to call our office is you have questions or need Training or Technical Assistance. We have had problems with staff receiving calls on the 800 number due to no one being in the office to answer the calls and staff calling in to check their messages. However, we now should be able to respond your calls as staff are assigned to check 800 phone messages and direct the calls or messages to the individual staff. It is also advisable to contact staff by email as well.
