Context HoF provides unique platform for strategic direction to SPC FAME Opportunity to discuss regional policy issues to transmit to Regional Fisheries Ministers Meetings Only forum for regional joint discussions on oceanic and coastal fisheries and aquaculture HoF11 agreed to convene the meeting annually for two-year trial period and focus the agenda on decision points related to SPC FAME results and future priorities 2019 RFMM approved annual approach to SPC Heads of Fisheries meeting agreed on a new approach to engaging with non-state actors

Challenges and lessons learnt Challenges and lessons learnt COVID-19 pandemic had significant impact on the oceanic and coastal fisheries and aquaculture activities COVID-19 related impacts on people movement and travel links placed critical operating constraints on work programmes, including SPC s ability to host in-person meetings Online nature of the meetings led to fatigue and reduced informal engagement among participants Virtual HoF meetings required more focused and shorter sessions over fewer days to adapt to time zones difference, technology and interpretation challenges Crowded regional fisheries meeting calendar has been challenging for stakeholders to fully participate, and implement outcomes and actions Annual HoF and RTMCFA meetings require SPC staff time and resources commitments

Options for future HoF Options to discuss and provide strategic Options to discuss and provide strategic direction as outlined on page 7 of working direction as outlined on page 7 of working paper 2: paper 2: roles and priorities agreed at HoF11 remains relevant for future meetings timing of future HoF meetings duration of the future HoF meetings structure and format (in-person or virtual) of future HoF meetings, and development of future HoF meeting agendas.

Recommendations Members are invited to: discuss and note the lessons and opportunities of hosting annual SPC HoF meetings as agreed to at HoF11 discuss and consider options proposed in the paper on the future arrangements of HoF meetings, including reaffirming its role and priorities, considering its frequency and timing, duration and approach, and options for development of the meeting s agenda note that hosting SPC HoF and RTMCFA/CBFD annually requires substantial resourcing in staff time and meeting costs, and note the SPC preference to change meeting timing to ensure adequate preparations are made should members decide to continue annual face-to-face meetings
