Introduction Negotiating Return to Work in the Age of Demographic Change through Industrial Relations (REWIR) Six research partners and one sub-contractor (Ziv Amir, University of Salford) CEPS Belgium CELSI Slovakia ADAPT Italy DCU Ireland TLU Estonia ULBS Romania Project funded by DG Employment of European Commission (VS/2019/0075) Duration: 24 months (March 2019 - February 2021)

Background & motivation EPSR: people with disabilities (chronic conditions) have the rights to services that enable them to participate in the LM and a work environment adapted to their needs Industrial relations play a key role in shaping work environment, striking a balance between the needs of workers & employers Little is known on how govt s and representatives of employers and employees approach the issue of RTW in social dialogue and how they support (if at all) worker retention and LM reintegration => REWIR aims to fill in this gap Strengthen the expertise on the role of social partners in designing and implementing return to work policies in Europe and at national levels Enhance knowledge on information, consultation and co-determination of employee representatives at company level

Sectors and diseases considered We consider the following chronic diseases with slow progression and long duration: Cardiovascular diseases Cancers Chronic respiratory diseases Diabetes Mental health Muscular/skeleton diseases We intend to cover the following sectors (mix of blue- and white-color jobs): Education teachers Health nurses Clerical workers Machinery/car/electronics industry Construction Transportation

Project scope EU-wide + in-depth country analyses EU-level analysis of the role of national and EU-level social partners in designing and implementing RTW policies Online survey to be distributed to national stakeholders across EU (target: 5-10 responses per country) Will be launched in September 2019 In-depth analysis in selected countries, including Belgium, at national and company level 5-6 semi-structured interviews with national stakeholders (social partners, employment offices, social security authorities, govt officials, NGOs, patien organisations etc.) Interviews to start in November 2019

Data collection Data collection at several levels: Company-level: 1 group discussion with selected employers (6-8 people, planned for October 2019) 1 group discussion with selected company-level trade union representatives (6-8 people, planned for November 2019) Company-level survey among line managers and union representatives on the role of company-level industrial relations (target: 60 responses per country) Will be launched in December 2019 Worker-level: Web-based survey among workers on their experiences and perceptions (target: 50 responses per country) Will be launched in December 2019

Project outputs Working paper presenting a literature review on return to work policies and the role that industrial relations (may) play in facilitating return to work at the EU, national and sub-national levels (October 2019) Working paper on EU-level social partners views and involvement in return to work policies, evaluating the potential of EU-level industrial relations for designing return to work (June 2020) Country reports (6), addressing the role of company-level industrial relations in facilitating return to work and identifying best practices, based on the group discussions and surveys (June 2020) Country policy briefs (6) (June 2020) Comparative report bringing together all project outputs (October 2020) Webinar (December 2020) Final conference in Brussels (January 2021)
