Why do we need new data on Carers? to understand whether the Act is having the desired effect understand current and forecast demand and associated resources build an evidence base to support policy development and practice inform business and resource planning For benchmarking purposes Data used by SG, Local partnerships, National Carers Organisations, researchers, others

  3. What is currently collected on Carers? Scottish Health Survey Scotland s Carers Published 24th March 2015 Brings together statistical analysis and research on caring Social Care Survey Identifies carers through client group variable Chapters: 1) Who provides care in Scotland? Carers Health and Wellbeing Carers Employment, Health and Finance Support for Carers Where do carers live? Conclusions 2) 3) 4) 5) 6) Health & Care Experience Published every two years. National Statistics. Provides information on Carer experiences.

  4. What do we want to collect in future? Information about people known to local services: Information about carer and the person they care for Equalities data (age, gender, ethnicity, SIMD) Adult Carers Support Plan / Young Carers Statement Support needed and support provided to carers

  5. How will we do this? New Carers Census SLWG met in 2016 and designed new census Consulted on census last winter Final data specification now available Systems still being set up to collect data http://www.gov.scot/Topics/Statistics/Browse/H ealth/DataSupplier/CarersData

  6. Whos included in the Census? Data should be returned for all carers known to partnerships (Health, Social Care, Carers Centres, third sector) and other organisations who provide assessment and/or support for carers on behalf of local authorities. This includes all persons who meet any of the following criteria: have had an assessment or review of their needs as carers during the reporting period; or have been offered a carer s assessment, ACSP or YCS during the reporting period (including those who turned down the offer of assessment); or have requested a carer s assessment, ACSP or YCS during the reporting period; or have received one or more of the support services in the list below at any time during the reporting period; or have benefitted from respite or replacement care at any time during the reporting period; Support Services: short breaks or respite, including replacement care; practical support (e.g. transport, equipment, adaptions); counselling or emotional support / peer ;support groups; training or learning; advocacy services; help applying for carer's allowance and other financial assistance; a carers payment made by a local authority or IJB under SDS or local arrangements

  7. What are we collecting? For each Carer: ID Carer Local Authority code CHI number postcode date of birth gender ethnic group care hours (up to 4, 5-19, 20-34, 35-49, 50+) For ACSP / YCS / Carers Assessment: ID Carer date ACSP / YCS requested / offered type of ACSP / YCS new or review ACSP / YCS completed? date completed ACSP / YCS declined? date declined ACSP / YCS joint assessment with cared for person? is carer eligible for support? carers support needs?

For each Carer: Local Authority code ID Carer CHI number postcode date of birth gender ethnic group care duration care hours care type care impact For Adult Care Support Plan / Young Carers Statement: ID Carer source of referral for ACSP / YCS date ACSP / YCS requested / offered type of ACSP / YCS new or review ACSP / YCS completed? date completed ACSP / YCS declined date declined ACSP / YCS joint assessment with cared for person is carer willing to care is carer able to care is carer eligible for support carers support needs support provided / purchased by LA did review result in change to support Short break provided Number of short breaks taken Replacement care provided Type of replacement care Daytime replacement care - hours Overnight replacement care - nights For Young Carers Statement: responsible Authority for young carer For the person they care for: ID Carer Unique ID for cared for person age group does carer live with cared for person gender ethnic group client group relationship to carer

  9. Who holds the data? Only 5 LA/IJBs who responded to consultation said they would hold data on all carers known in their area The remainder said that Carers Centres and other providers would also hold data

  10. How will we collect this data? We ve asked the Digital Transformation Services Team in Scottish Government to consider different options for collecting the data from Carers Centres and Authorities The Aim is to gather data from all the different bodies in each partnership area and link these records to ensure we have one record for each individual carer (as a carer may be known to more than one body) The complete data for each area would be made available to the local authority / IJB and also feed into a pseudonymised national dataset

  11. What next?
