BACKGROUND BACKGROUND The organization structure for the Ministry of Health was last reviewed in 2006. Since then, a lot of changes have occurred thus making the structure not so responsive to the changes. Some of the notable changes included the following: Government Pronouncements e.g., Transfer of the Mother and Child function to MCDMCH and back to MoH Emergent of several cadres to respond to disease burden but not backed by the structure. These include Public Health, Clinical Nurse, Health Promotions Officers etc. Focus on health insurance
RATIONALE RATIONALE The review of the Ministry of Health structure was aimed at implementing the Government policy as well as respond to the new focus of the Ministry of Health which is aimed at among other things; Reducing administrative and bureaucratic bottlenecks at the University Teaching Hospital by separating it into five (5) hospitals namely; Adult Hospital, Women and New-born Hospital, Cancer Diseases Hospital, Children s Hospital and Eye Hospital. The UTH Hospitals were also to assume the role of coordinating the provision of health care at the national level. Removing duplication of functions among the departments and Units at the Ministry of Health headquarters; Enhancing inter-sectoral collaboration determinants of health by focusing on primary health care; Provision of high quality tertiary health services; and Strengthening the delivery of the primary health care services. in addressing the social
NOTABLE CHANGES NOTABLE CHANGES Among the notable changes resulting from the reorganization at the Ministry of Health Headquarters include the following: Abolishment of the following Departments in order to streamline operations: Technical Support Services; Disease Surveillance, Control and Research; Mobile and Emergency Services; Mother & Child Health and Human Resource and Administration. Introduction of the following departments in order to respond to the Ministry s focus: Public Health and Research; Health Promotions, Environment & Social Determinants; Nuclear Medicine and Research; Nursing Services; Human Resource Management; Human Resource Planning and Development; Monitoring and Evaluation; and Physical Planning and Medical Technologies. In addition, the Health Care Financing unit has been added. Further, the reorganization has introduced the concept of dividing the major districts in the country into Zones in an effort to help improve delivery of health services.
NOTABLE CHANGES NOTABLE CHANGES At Provincial, District and facility levels, the reorganization has introduced the following new positions to drive the primary health care agenda by strengthening health promotion and disease prevention: Public Health Specialists to be based at the Provincial and District Health Offices and the zones in selected districts; Public Health Nurses Malaria Elimination Officers Health Promotion Officers Clinical Nurses; and Audiology services The reorganization of the Ministry has also necessitated the movement of staff from Central Administration (Ministry of Health Headquarters and Provincial Health Offices) to frontline operations at facility level.
NEXT STEPS A phased approach will be implemented based on the Treasury Authority granted by MoF and prioritized cadres by the ministry Recruitment of staff in funded and vacant positions Normalization of appointments were possible
