New Waverly ISD 2021-2022 Health Protocols Overview
The New Waverly Independent School District has established health protocols for the 2021-22 school year, offering flexibility in response to varying views on Covid. Safety measures, including health screenings and symptom checks, are outlined to ensure a secure learning environment. While masks are not mandated, the district supports individual choices regarding mask-wearing and aims to keep families informed of any updates. Remote learning is not an option, aligning with TEA guidelines. The district's health response plan includes 5 levels of interventions, adaptable based on the evolving situation.

NEW WAVERLY ISD 2021 2022 SCHOOL YEAR PROTOCOLS 2021-22 SCHOOL YEAR HEALTH PROTOCOLS AUGUST 11, 2021
OVERVIEW We realize that the impacts of Covid have been very different for each family. We also acknowledge that just as every person is an individual, many of you differ on how you view Covid itself. Finding a balance in the approach to dealing with a pandemic when people have passionate, differing views is often very difficult. As such, while we desire to validate as many of you as we can, by nature this means there is no way to make everyone happy. We want to provide safety and security and as such we have developed a series of protocols to allow us to make decisions that are best for our community, while at the same time giving us flexibility and allowing you to make choices in what is best for your family. New Waverly will continue to abide by the Governor's executive orders and TEA mandates. THERE IS NO MANDATORY MASK OR MANDATORY VACCINE REQUIREMENT.
OVERVIEW Our goal is support you and your family. If you desire for your child to wear a mask, we heartily support your right to make that choice. We also realize that some choose not to wear a mask and we support you as well. Most importantly, we must all understand that situations and legal requirements can change. We will continue to make you aware of information as we get it so that you may continue to make informed decisions for what is best for you and your family. New Waverly ISD is implementing health protocols and procedures during the 2021-22 school year that are in alignment with health and safety guidelines outlined by the Texas Education Agency and federal, state and local health authorities. Remote learning will not be an option for students during the 2021-22 school year. During the 2020-21 school year, the Texas Education Agency used disaster authority to grant school funding options that provided schools the opportunity to provide remote learning options. As of August 12, 2021 that is not a permissible option.
NEW WAVERLY ISD HEALTH PROTOCOLS We have developed a response plan with 5 levels. As the level increases, the severity of our interventions will also increase. One challenge that remains is when to change levels. Situations can arise that challenge having a set data point. For example 10 positive cases spread out over 4 campuses can have one impact, while 10 positive cases in one grade level has a completely different impact. These protocols have been developed in consultation with TEA guidelines, health officials, administrators, and the NWISD board of Trustees
HEALTH CHECKLIST REMINDER fever equal or over 100.0 degrees, Students, Employees, and Visitors should continue to do a daily health screening prior to entering a school building or school transportation. Regardless of the cause of illness, students and staff should remain at home if they have any of the following: Symptoms to screen for include: loss of taste or smell, cough, difficulty breathing, shortness of breath, fatigue, headache, sore throat, chills or shaking or exaggerated shivering, significant muscle pain or ache, diarrhea, nausea or vomiting.
PROTOCOLS FOR NWISDLEVEL 0 Level 0 is essentially no pandemic. There would be no restrictions in place. We are not at level 0, though it is our goal to be there as soon as possible. New Waverly ISD is currently at Level 1. Even when finally are able to enter level 0, we will always continue to emphasize good hygiene AND encourage people to remain home when they are ill.
PROTOCOLS FOR NWISDLEVEL 1 Level 1 is the lowest operational level of threat response while still in a pandemic. All level 1 protocols reflect good general practice and should provide little to no disruption to the school day. These are our responses and plans that are in place. In general, we desire to return to a normal school experience as much as possible, but there are some exceptions. There are required protocols from TEA and optional protocols that NWISD will enact.
PROTOCOLS FOR NWISDLEVEL 1 TEA REQUIREMENTS for LEVEL 1 NO mask mandate exists and NO vaccine mandate exists. Students and staff are encouraged to choose whether or not they desire to wear a mask and will be supported in that decision. Positive confirmed cases will be reported to health department to the extent required by law. Currently no funding for virtual options exist nor are they approved by TEA (again at this time).
PROTOCOLS FOR NWISDLEVEL 1 TEA REQUIREMENTS for LEVEL 1 No mandatory close contact quarantining nor close contact. Families who choose to self quarantine must contact campus administration so that we can address attendance and curriculum issues. Confirmed positive cases MUST remain home for 10 days with the date of the confirmed positive test being day 0.
PROTOCOLS FOR NWISDLEVEL 1 NWISD additional interventions for Level 1 Water Fountains will be used as water bottle/container filling stations. Full time virtual education options will not be offered. When social distance can be achieved without disruption to class or program, it will be utilized (currently 3 feet). Staff and students are encouraged to self examine for any signs of illness AND to remain home if ill.
PROTOCOLS FOR NWISDLEVEL 1 NWISD additional interventions for Level 1 Campuses will provide students with access to hand sanitizer. We will continue to additional personnel dedicated to health clinics and for cleaning/disinfecting. Information will be posted as a reminder of good hygiene. We will continue with a staggered start during drop off time, as we did last school year.
PROTOCOLS FOR NWISDLEVEL 1 NWISD additional interventions for Level 1 Enhanced cleaning protocols will continue. Hand sanitizer stations will continue to be available at entrances and throughout the buildings.
PROTOCOLS FOR NWISDLEVEL 1 NWISD additional interventions for Level 1 One temporary measure adopted due to the lack of space and the return of children we are limiting visitors during lunch time. Visitors are not limited on the campus in general but during lunches we have larger groups of students together and cannot adequately separate visitors. However this will be reviewed each six weeks. Should a level 2 protocol need to be chosen selectively, it will be examined.
PROTOCOLS FOR NWISDLEVEL 2 Level 2 is the next level of threat response in dealing with the pandemic. The decision to move to level 2 will be made in consult with health officials, administrators, county and state officials, TEA, and/or the NWISD Board of Trustees.
PROTOCOLS FOR NWISDLEVEL 2 All protocols from previous levels will continue in effect. Greater opportunities for social distancing will be examined. These may include, but are not limited to: seating on busses, access to playgrounds (reducing number of students at one time), increased social distance at public events via public, increased social distancing during lunch, seating in classrooms, etc.
PROTOCOLS FOR NWISDLEVEL 2 Decreased capacity at public events will be enacted. Other guidelines that become required by officials at state or county level will be implemented. Areas with increased positive cases could require more temperatures taken. Decreased access to campuses by outside public will be utilized.
PROTOCOLS FOR NWISDLEVEL 3 Level 3 becomes our next level. A level 3 situation would be dictated by an outbreak and would involve a targeted shut down of an impacted campus but not the entire district. Again, all previous protocols will have been enacted prior to the declaration of level 3. The goal for level 3 is to contain a high frequency of positive cases. The decision to move to level 3 will be made in consult with health officials, administrators, county and state officials, TEA, and the NWISD Board of Trustees.
PROTOCOLS FOR NWISDLEVEL 3 All protocols enacted via level 1 and 2 will remain in effect Providing we are able to trace things in a straight timeline (linear) fashion. In the event of an outbreak that happens suddenly, it is possible for a specific campus to move quickly into level 3. Level 3 by it s nature is more targeted there for each campus may enact some intervention dividers at student tables/desks etc. Any further programs and plans that could increase social distancing will be examined.
PROTOCOLS FOR NWISDLEVEL 3 In the event of a level 3 situation, only targeted campuses will be impacted. Side note in the event illness were to impact professional personnel and we had to shut down, it would NOT necessarily be a level 3 situation .it could simply be a situation where we don t have the personnel to remain safely open.
PROTOCOLS FOR NWISDLEVEL 4 Level 4 would be the most stringent possible plan. In general, we view our protocols from last year as the most drastic. In a level 4 situation all protocols developed during the 2020- 2021 school year would be enacted along with any protocols from levels 1-3 and any additional rules etc. from state officials. We believe that the criteria to move to this level would only occur after progressing through all other levels and would most likely be taken as a result of state or county requirements. Of course, the decision to move to level 4 will be made in consult with health officials, administrators, county and state officials, TEA, and the NWISD Board of Trustees.
PROTOCOLS FOR NWISDLEVEL 4 Any protocols already active will remain in effect. District wide shut down of campuses can be considered. Virtual learning if allowed by legislature would be utilized where possible.
