Key Events from 2006 to 2016 2006 2006 Grand Jury Report recommends City evaluate transfer practice Grand Jury Report recommends City evaluate transfer practice 2006 2006 NB Harbor Commission Mooring Masterplan Subcommittee formed with participation from NMA 2009 2009 NB Harbor Commission adopts Subcommittee report to address Grand Jury findings for a revised (transfer) process that is fair and equitable to all parties involved 2010 2010 NB City Council adopts Ordinance 2010-26, increasing mooring rates and terminates transferability 2014 2014 NB settles with dock permittees allowing transfer and renting private piers. 2016 2016 NB City Council adopts new fair market mooring rates based on Netzer appraisal which deemed slip to mooring ratio unreliable. 2016 2016 State Lands Commission questions Netzer s appraisal for accuracy of analysis and completeness.
