NG9-1-1 Deployment Update
Replan for statewide NG9 Replan for statewide NG9- -1 1- -1 deployment by 10/31/24 1 deployment by 10/31/24 Planning Program Management Partnership Maintain or exceed the deployment rate of 4.4 PSAPs per month necessary to fully deploy NG9-1-1 in VA by 10/31/24. VDEM and 9-1-1 Services Board set expectations with the vendor partners (Intrado, Motorola, AT&T, and Verizon) on 8/31. KPMG is developing a deployment framework that can be adjusted to accommodate each PSAP s deployment. Identify opportunities to accelerate the monthly deployment rate. By 9/30, determine operational readiness testing (ORT) and cutover dates for the 54 of 61 remaining PSAPs that do not currently have specific deployment dates. Emphasis on increased collaboration, proactive synchronization, and more frequent touchpoints among all stakeholders. VDEM, 9-1-1 Services Board and KPMG will prepare a dashboard for Board and committee members that provides periodic updates of the deployment process, including the # of PSAPs remaining, scheduled deployment dates, vendors involved, and risks. Moving forward there will be regular Region- and PSAP- specific status calls with NGSB, vendor, and KPMG participants. Many of the cutover date prerequisites, including GIS NG9-1- 1 data development, will be complete for all PSAPs by CYE 2023. VDEMand 9-1-1 Services Board will actively monitor PSAP deployments, offering assistance and support. Leverage State Coordinator to perform outreach to the localities to remove friction points, as necessary. Review outstanding local deployment projects and assign vendor project managers to the PSAPs that currently do not have one.

VDEM has the full support of the vendor partners (in attendance) and KPMG to meet the target 10/31/2024 program completion date. Meeting the target program completion date is crucial, as it demonstrates Virginia s commitment to improving emergency response and is a unique opportunity to position Virginia as a leader in the emergency response and public safety fields. There is an urgency for all parties (PSAPs, vendors, NGSB) to escalate obstacles to VDEM for mitigation. All stakeholders are being asked to identify efficiencies and areas for increased VDEM support.
