No Cost Pests - Definition A No Cost Pest is a pest that is not on the National Priority Pest List but can be surveyed for and identified without requiring additional funding or adding costs to the agreement. This pest will not count towards the 40% pests of state concern.
No Cost Pests Example Scenario: A state is conducting a cyst nematode survey that includes several Priority Pests and pests of state concern. They are concerned about adding too many pests of state concern to the survey because they will exceed the 40% threshold for pests of state concern.
No Cost Pests - Example Additional cyst nematode species of state concern may be added because: The same soil sample will be used The same identification procedure will be used These additional cyst nematode species can be denoted No Cost Pests since they do not require additional funding to: 1) collect the sample 2) process the sample 3) perform the identification
No Cost Pests Survey Summary Form If you add a pest that is not on the National Priority Pest List, a box will appear asking you whether this is a No Cost Pest.
No Cost Pests Survey Summary Form If you do not check the box, the pest will be considered a Pest of State Concern and will count towards your 40% allowable pests of state concern. If you check the box, you are designating that this pest is a No Cost Pest. If you check the box, you will need to briefly describe how this pest qualifies as a No Cost Pest.
No Cost Pests Additional Examples This pest will be surveyed for and identified from the same soil sample that was taken for other cyst nematode targets. This pest uses the same trap and lure as a trap being used for Vespa mandarina, a pest of state concern.

Locations, Counties, Sites Sites We have revised the definition Definition: A Site is the specific place where a survey activity will occur. For Sites, enter the total number of Sites across the state. 20 traps in a state = 20 total sites for the state. For Visual or Sampling surveys, use a standard number of plants or inspectional units (plants sampled, defined area, Cerceris nest observed etc.); for example: 10 plants inspected = 1 Site. 100 plants will be visually inspected; 10 plants per site = 10 Sites.
