  1. North Wales National League Proposals 2017-2018

  2. Process To Date o Since the New Year, all 33 clubs in North Wales have been consulted either in person or via telephone or e-mail to discuss the current format of the National Leagues. o Initial findings were presented to those in attendance at a District J Meeting held at Llandudno RFC on Monday 13th March which included 19 separate proposals for how the National Leagues in North Wales should look for Season 17-18 o These findings were presented to Competition Management Committee on Tuesday 4th April o Competition Management Committee instructed the Executive and Staff to compile a straw man in relation to the structure of League Rugby in North Wales o Executive & Staff met from the April 11th to compile a straw man presentation which was circulated to clubs o Executive & Staff to meet with clubs on April 25th to discuss proposals

  3. Agreed Principles The majority of clubs consulted stated they required the structure of the National Leagues to provide a consistent, meritocracy based competitive league. The majority of clubs consulted supported the principle of including Second XV s in the National League structure in North Wales.

  4. Proposal 1-Preferred Option - Meritocracy Division 1 12 clubs Division 2 12 clubs Division 3 10 clubs Division 3 will consist of 6 member clubs and will be supplemented by 4 Second XV teams. The Second XV teams will be determined by inviting the two highest placed teams in both the Clwyd & Gwynedd District Competitions at the end of the 16-17 season. Promotion and Relegation will be a straightforward two up and two down scenario Potential relegation from Division 3 requires further consideration

Proposal 2 Alternative Option Meritocracy & Geography Division 1 12 clubs Division 2 10 clubs Division 3 North East 7 clubs Division 3 North West 7 clubs Division 3NE & 3NW will consist of 8 (2x4) member clubs and 6 (2x3) Second XV teams. The Second XV teams will be determined by inviting the three highest placed teams in both the Clwyd & Gwynedd District Competitions. Promotion and relegation will be straight forward with two up two down with the exception of Division 3 (winners of 3E & 3W to be promoted) Relegation from Division 3 require further consideration The composition of Division 3 will need to be considered on a season by season basis due to promotion from and relegation to and would be determined by applying Geography.

  6. Next Steps o CMC will reconvene on May 2nd to approve the final proposal o Final approval from Community Sub Board on May 16th.
