Waste from home improvements, maintenance and changeover of tenancy Any waste resulting from home improvements, maintenance or clearances at properties whilst under, or between tenancy which are undertaken by the landlord(s) and/or contractor(s) becomes Business Waste, NOT Household Waste. This means it must not be disposed of in black domestic bins and/or presented for domestic kerbside recycling collections. The waste must either be: 1. transferred to a person or business who holds an Upper Tier waste carrier licence. (this includes contractors taking waste away) 2. transported by the landlord to a place of lawful disposal that accepts business waste however, the landlord must hold at least a Lower Tier waste carrier licence.

We educate people about Private Sector Housing issues and standards as well as using powers to enforce against it. Disrepair Statutory Nuisance HMO - Licensing Caravan Site Licensing
Disrepair Councils have powers under the Housing Health and Safety Rating System and the Housing Act 2004 to take enforcement action against private landlords where the council has identified a hazard which puts the health and safety of the tenant at risk. Hazards include (but are not limited to): damp and mould growth, excess cold/heat
Statutory Nuisance Councils also have powers under the Environmental Protection Act 1990 to take enforcement action against households that cause: Excessive noise A risk to health due to the state of the property or accumulations Excessive Smoke or fumes
Houses in Multiple Occupation The Housing Act 2004 requires mandatory licensing of certain houses in multiple occupation (HMOs). Mandatory licensing is required where the HMO is occupied by five or more persons living in two or more separate households. A mandatory license will contain standard conditions, which ensure standards in the property are maintained, to ensure the safety of the tenants. We currently have 89 active mandatory licenses, with the vast majority in the northern parishes.
Caravan Site Licensing Certain caravan sites require a site license to operate, examples include Permanent residential sites Touring sites Sites cannot have a license unless they have planning permission. Some sites do not have to be licensed as they are exempted and are regulated by exempted organisations like the Camping and Caravanning Club, Scouts.
