Number Resource Organization Number Council (NRO NC) FAQ What is it Description Body established by the Number Resource Organization. Serves as the Address Supporting Organization Address Council (ASO AC) to advise ICANN and the ASO on number resource policy 15 members (3 from each region) In each region 2 members elected at large 1 member appointed by RIR Varies by region. Appointed members can be 1 year. Community elected member between 2 and 3 years. Advises the ICANN Board Oversees the Global Policy Development Process Appoints two members of the ICANN Board Members Appoints one member to the ICANN Nominating Committee Telephonic: Monthly Face-to-face: Annually How is it organized? How long do members serve? What does it do? When does it meet?

What is ICP-2 In 2001, only three RIRs existed: RIPE NCC [1992], APNIC [1993], ARIN [1997] ICP-2 established criteria for recognizing new RIRs Two additional RIRs (LACNIC [2002] and AfriNIC [2005]) were established pursuant to ICP-2 1998 2001 2000 2002 2005 ICP-2 ICANN founded ICP-2 adopted by ICANN LACNIC established AfriNIC established proposed by ASO AC

ICP-2 Review Project On 25 October 2023, the NRO EC* asked the ASO AC to help with two tasks aimed at strengthening the RIR system: 1. ICP-2 Implementation Procedures: Review and advise the NRO EC on its draft of procedures for validating and addressing ongoing RIR compliance with ICP-2 ( Implementation Procedures ) 2. Strengthening ICP-2: Establish and manage a process to update ICP- 2 in 2024/2025 to provide the RIR system with better accountability to the Internet community * The NRO EC is a body consisting of the CEOs of each of the Regional Internet Registries

Progress on ICP-2 Review Project (1/2) Date Update 23 January 2024 NRO EC provided ASO AC with first draft of its Implementation Procedures document 29-30 Jan 2024 ASO AC met in Montevideo, Uruguay (LACNIC headquarters) to review Implementation Procedures in consultation with RIR staff 7 Feb 2024 ASO AC provided NRO EC with written feedback on Implementation Procedures 4-6 Mar 2024 ASO AC met in San Juan during ICANN 79 to begin work on a process to revise ICP-2 Mar 2024 Present ASO AC has worked on drafting a document setting forth proposed core principles to be included in the next version of ICP-2 ( Principles Document )

Progress on ICP-2 Review Project (2/2) Date Update 8 October 2024 Publish Principles Document Public consultation on ICP-2: Questionnaire on Principles Document (NRO) ICANN Public Comment Presentation/discussion at RIR meetings 8 October 19 November 2024 December 2024 June 2025* Draft updated ICP-2 document based on community feedback July 2025* Publish draft of updated ICP-2 Consider any community feedback on draft September 2025* Present final draft of updated ICP-2 to ICANN for consideration * These dates represent conservative estimates. Where possible, the ASO AC will work to meet these deliverables sooner. Dates may also be pushed back, if necessary.
