  3. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS General Principal Responsibilities Inventory exams and secure in vault/safe for the entirety of the exam period; Read the School Administrator s Manual (SAM); Train proctors (teachers and other staff); Distribute test directions and materials; Collect exams and other testing materials; Organize exams and other testing materials; Prepare materials for scoring; Acquire signatures and retain copies of all signed certificates; Store exams and other testing materials for 1 year; Prepare materials for secure destruction.   5. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Test Security & Preparation Principal (or designee) is responsible for the following: Notification of when secure test materials arrive; Inventory of the secure test materials (see pg. 6-7 of SAM); Test Security protocol (see pg. 6-8 of SAM) Storage of the secure test materials in a secure location (see pages 14 of SAM); Development and distribution of local policies to ensure security throughout.   6. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Test Security & Preparation The principal or designee must: Provide each administering teacher with a copy of the Teacher Directions (which is not secure); Provide training in test security requirements and test administration protocols to proctors and testing staff; Review, sign and comply with Test Storage Certificate (pg.   12. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Safeguarding Test Materials Secure test materials will arrive prior to administrations. Leave materials in the shrink-wrapped packaging or locked Regents boxes until the day of test administration. Store test materials in the safe or vault at all times and provide limited access. *Field Test Materials are Always Secure Schenectady City School District | Office of Planning & Accountability 12

Contact Karmen McEvoy immediately if you have a need. Do not forget to request language translators Work closely with PPS and other staff to ensure that accommodations are accounted for and appropriate spaces are available. Keep/organize any and all documentation related to refusals, these should be documented in Infinite Campus. If at all possible, visit classrooms prior to the examination administration to ensure room preparedness. Schenectady City School District | Office of Planning & Accountability 13

  15. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Testing Protocols General Proctor Responsibilities: Distribute exams and materials to students; Make sure everyone that needs to know are aware of testing accommodations; please see Appendix H for specific accommodations. Actively supervise students during the exam, ensuring they are marking answers correctly; Collect all exams and materials at the conclusion of each session; When students complete the test and it has been collected they are allow to read a book, they cannot do school work. Return materials to the principal; Report all testing irregularities to the principal, or the Test Security Unit; Sign the Proctor Certificate and Scoring Certificate where appropriate.   16. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Testing Protocols Preparing the Testing Room: The room(s) in which the tests are administered should be well lighted, well ventilated, and quiet. Make preparations before the testing period to keep noise and other distractions to a minimum. Place a Do Not Disturb sign on the door to prevent interruptions. Clear desks and shelves under the desks of all books, papers, and other materials. Completely cover or remove all charts pertinent to the subject being tested and all board work. Seating of students in alternate rows is recommended if possible. Schenectady City School District | Office of Planning & Accountability 16

  17. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Testing Protocols SED Guidance: No one, under any circumstances, may interpret or explain test questions to students, nor may anyone review or comment on the answer sheet of a student while the test is in progress (In regards to the correctness or sufficiency of an answer). In response to inquiries by students concerning the meaning or interpretation of test questions, proctors should advise students to use their own best judgment. Teachers may give students assistance only in the mechanics of taking the tests, such as understanding where to record their responses.   18. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Testing Protocols Emergency Evacuation of School Building: Ensure there is an Evacuation/Re-entry Plan in place. In any situation in which student safety is endangered, the principal has full authority to interrupt the test immediately - The students should be kept under supervision during the emergency. Following the test, a written report of the circumstances should be sent by mail or fax to the Office of State Assessment Schenectady City School District | Office of Planning & Accountability 18

  19. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Testing Protocols Temporary Absence from Testing Room: Ensure there are additional proctors to supervise students who need to leave the exam room. No student may be permitted to leave and then return to the testing room during any part of the test unless the student is accompanied by a proctor for the duration of his or her absence from the testing room. Any examination paper that is removed from the exam room without authorization must be nullified. Schenectady City School District | Office of Planning & Accountability 19

  20. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Testing Protocols Student Use of Communication Devices: Test proctors, test monitors, and school officials shall retain the right to collect and hold any prohibited electronic devices prior to the start of the test administration. Admission to the test shall be denied to any student who is in possession of a cell phone or other prohibited electronic device and refuses to relinquish it.   22. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Misadministration & Improper Conduct Pursuant to Section 102.4 of the Regulations of the Commissioner of Education, each employee is now required to report any known incident of testing misconduct performed by a certified teacher, principal, or employee. Taking part in any such misconduct, or failing to report one s knowledge of such misconduct, can be deemed to raise a reasonable question of moral character, thereby prompting potential action pursuant to Part 83 of the Commissioner s Regulations and/or disciplinary action under Education Law Section 225.   23. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Misadministration & Improper Conduct Reporting Testing Irregularities, Misadministration's and/or Improprieties: Notify Karmen McEvoy immediately by phone: 518-858-5021 See the SAM, pages 51 53, for instructions on how to report testing issues to the SED Test Security Unit and include: School BEDS code and school name Name and Grade of Assessment A brief description of the incident Number of students affected NYSSIS ID(s) of affected student(s) (contact Cindy Heydrick as needed for NYSSIS ID) Principal s determination as to whether the incident constitutes an admin error.   24. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Misadministration & Improper Conduct The Exam May be Compromised By: Suspected and/or confirmed case of school personnel giving aid or impromptu lessons on specific test content; Altering a student s response; Retaining 3-8 tests and field tests, using for next exam; Opening test materials before designated time; Encouraging low performers to stay home during testing.   26. 2020 NYS ELA & Math TESTING & SECURITY PROTOCOLS Post Exam Administration Principal (or designee) Responsibilities: Although references in the SAM indicate a greater release of testing content, all materials should be treated as secure throughout the administration and scoring window; Collect all secure testing materials (used/unused test books, answer sheets, completed biographical data and student identification labels) place in a secure location Advise all staff not to discuss test questions or other specific test content Schenectady City School District | Office of Planning & Accountability 26
