Oakley Union Elementary School District School Resource Officer MOU 05/22/2024 Superintendent Jeff Palmquist
Overview PURPOSE: To create and encourage, through every useful means, desirable behavior on the part of the youth and of the community; to provide and instill a safe environment in and around Delta Vista Middle School and O Hara Park Middle School; to exchange wholesome communications and ideas between students, parents, OUESD employees and police officers, with crime prevention, good citizenship, and healthy relationships being the ultimate results. DEFINITION: One full time Officer split (50%) between Delta Vista Middle School and O Hara Park Middle School. Officer will be assigned to work a 4/10 work week. Officer will ideally spend two days at one school and two days at the other. ORGANIZATION: The SRO will report to the appropriate police department supervisor to whom he/she is assigned. Working with OUESD schools, the SRO is expected to cooperate with school officials, including OUESD administrators, and other OUESD staff members. The SRO is to be knowledgeable in laws that apply to a safe school environment. The SRO is to abide by OUESD policies and respond to the needs expressed by OUESD school officials; however, in the event of a conflict between a OUESD school and/or OUESD policy, the City and/or the Police Department s policies shall supersede the OUESD school policy. The SRO shall at all times remain an employee of the City of Oakley, and shall not be considered an employee of OUESD. OUESD and the City of Oakley acknowledge the SRO shall remain responsive to the chain of command of the Oakley Police Department. DUTY & HOURS: The SRO will normally work in uniform, including safety equipment designated for use by sworn personnel pursuant to the Department s policies, practices, and existing employment labor agreements. SRO duty hours shall be determined by the provisions of the labor agreement between the Oakley Police Department and the bargaining unit representing the SRO, with input from the OUESD. Whenever possible, it is the intent of the parties that the SRO s duty hours shall conform to the school day. It is understood and agreed that time spent by the SRO attending court for cases arising from their employment as an SRO shall be considered as hours worked. The SRO is expected to be available by telephone when off campus during working hours. When school is not in session, such as holidays, summer vacations and seasonal breaks, the SRO will report to his/her Police Department supervisor for further assignment. When school is in session, the SRO will generally be assigned to Delta Vista Middle School and O Hara Park Middle School and will not normally be available for general patrol duties, except in and around the Delta Vista Middle School and O Hara Park Middle School campuses. The SRO should only be utilized outside of the schools in the event of an in-progress emergency, or as determined by the Chief of Police, or his/her designee. If the principal of Delta Vista Middle School or O Hara Park Middle School believes an incident is a violation of the law, the principal may contact the SRO who shall then determine whether law-enforcement action is appropriate. The SRO is not to be used for regularly assigned lunchroom duties, bus duty, hall monitoring, crossing guard duty, or continued and on-going vehicle traffic control. However, if there is a temporary problem, the SRO may assist the school until the problem is solved.
TERM: The term of this Agreement shall be for three (3) years from July 1, 2024 through and including June 30, 2027. PROGRAM COSTS: Under this MOU, the OUESD agrees to pay the City Of Oakley the following for the term of this contract: FY 24/25 - $71,308 FY 25/26 - $73,447 FY 26/27 - $75,651
