RMC'S TARGET: RMC'S TARGET: During season 23/ 24 RMC has increased 24% the number of referees registered. RMC focus for season 24/25 will be to continue to increase the quality continue to increase the quality of the referees' practice in Ireland.

ACTIONS: ACTIONS: New Updated Referee Course. New Referees' Grade Denominations. New Assessment Process Level Evaluations.
New Updated New UpdatedReferee will consist will consist in: Referee Course in: Course Two days on-line theory training (3h each) Theory exam One day in person practical day Practice Assessments during an event organised by VLY.
New referees grades New referees grades denominations: denominations: Why are Referees' denomination going to be changed? This decision is driven by the need to maintain consistency consistency and alignment with the nomenclature used by other volleyball federations globally.
NEW REFEREES' LEVELS: NEW REFEREES' LEVELS: LEVEL 1 ( New level for Regional and recreational league only)* LEVEL 2 ( Former Grade 3)* LEVEL 3 (Former Grade 2) LEVEL 4 (Former Grade 1) NATIONAL LEVEL INTERNATIONAL
LEVELS AND DIVISIONS: YOUTH, UNIVERSITY, RECREATIONAL AND DIVISION 3 LEAGUES: 1st Referee and 2nd referee = Level 1 DIVISION 2: 1st Referee and 2nd referee = Level 2 or higher DIVISION 1: 1st Referee = Level 3 or higher - 2nd Referee = Level 2 or higher PREMIER: 1st Referee = Level 4 / National or International - 2nd Referee = Level 3 or higher Association Cup matches = Same as Premier Matches Shield Cup matches = Same as Division 1
LEVEL 1: LEVEL 1: This referees can only officiate Youth, Univeristy , recreational events or Division 3 leagues. Requirements Requirements: : Take part on the two days online training Pass the theory exam with 70% Garda Vetting and Safeguarding for referee's over 18 years old.
LEVEL 2 LEVEL 2 ( (former former Grade 3) Grade 3) How to get Level 2 Licence: Referee course. 85% on written exam. Two practical assessments (as 1st and as 2nd referee) at VLY events or Division 2 matches. Garda Vetting and mandatory. Safeguarding are
How to progress from Level Level 2 to 2 to Level Level 3 3: Minimum of 20 games within the last 24 months (10 as 1st referee + 10 as 2nd referee- 10 of those matches must be on their highest level) Minimum of 1 full season experience or 12 months registered with VLY Mandatory Pre-season Referee s General Meeting** (VLY will avail of two dates) 85% on your written exam Feedback match pre-assessment with a nominated higher level referee by RMC as a 2nd.
How to progress from Level Level 3 to 3 to Level Minimum of 50 games registered as Level 3 within the last 24 months(25 as 1st referee + 25 as 2nd referee) All of them at your highest level Minimum of 2 full seasons or 24 months registered with VLY 2 assessments at a Premier League game (one as 1st referee and one as 2nd referee) Level 4: 4: Mandatory Pre-season Referee s General Meeting ** (VLY will avail of two dates) 85% on your written exam Feedback match pre-assessment with a nominated higher level referee by RMC as a 2nd.
How to apply to National National Level Level: Minimum of 100 games registered as Level 4 within the last 5 years (50 as 1st referee + 50 as 2nd referee) Minimum of 3 full seasons in a row or 36 months registered with VLY 2 assessments at games on a Premier League and/or Cup finals and/or official VLY international games (one as 1st referee and one as 2nd referee) Mandatory Pre-season Referee s General Meeting** (VLY will avail of two dates) Feedback match pre-assessment with a nominated higher level referee by RMC as a 2nd Application Form Submision*** Volleyball Rules Exam - 85% on your written exam.

Level Level Evaluations Evaluations: : RMC believe that Level evaluations are necessary and beneficial practice for: Ensuring high standards of officiating, Promoting fairness, Enhancing the overall quality of the sport, Transparency and Long term development
Level Level Evaluations Evaluations will consist in: : Annual written exams during Pre- Season Referees' General Meeting (minimun of 85%) Observations during a match Provide feedback.
