Intro to 5310 The purpose of the Section 5310 program is to improve mobility for seniors and individuals with disabilities throughout the country by removing barriers to transportation services and expanding the transportation mobility options available. On April 25th, 2019 HB1365 was passed, creating the Office of Mobility and Public Transit (OMPT) within the Oklahoma Department of Transportation (ODOT) as well as transfer responsibilities of ODOT s Transit Programs Division and FTA program funds from the Department of Human Services (DHS) to ODOT.

ODOT Section 5310 Program Development Program Eligibility $7,425,198 total available funds: Rural Small Urban Large Urban Eligible Applicants: Private not-for-profit corporations (can apply for traditional and enhanced projects) Public agencies able to certify to the Governor that no private not-for- profits are readily available to provide the proposed service (are eligible to apply for traditional projects) All public agencies and operators of public transportation services (are eligible to apply for enhanced projects) Federally recognized Indian entities (are eligible to apply for traditional and enhanced projects) Private companies providing shared-ride services to the general public on a regular basis (are eligible to apply for enhanced projects) Eligible Projects: Vehicle Purchases and associated costs Mobility Management $3,993,795 $924,667 $2,506,736
ODOT Section 5310 Program Development Program Eligibility Coordinated Human Services Transportation Plan: To be considered for funding award, proposed projects must be included in a locally developed, coordinated public transit-human service transportation plan. Applicants are required to commit to coordinate their transportation services as outlined in their locally developed, coordinated public transit-human service transportation plan covering their area of existing/proposed service. Evaluation Criteria: Each project type whether it is for Vehicles or Mobility Management is scored separately, with a maximum score of 100 points. Each individual project score is comprised of up to 50 points for the primary application submission plus up to 50 points for the respective project type submission. These are the areas we will be reviewing for the primary application: Primary Purpose/System Description 15 pts Performance Measures 15 pts Public Participation and Coordination Requirements 15 pts Past Performance in the Section 5310 Program 5 pts
