OHB SYSTEM AG - PROCUREMENT GOOD PRACTICES Examplary success story of a company included in the OHB supply chain as a subcontractor for flight equipment Company background: SME from geographically under-returned country (already ESA member state at that time) originally supplying the same equipment for the military area (mainly American customers) but with different characteristics some free capacity due to some lost contracts in recent past First contacts: years 2015-2016 : Co-financed RFI in science mission for specific item: one of three pre-screened supplier from under-returned countries Convincing feedback to OHB in 1stRFI response. Several follow-up iterations with OHB (technical & programmatics) 2-days company Audit with participation of ESA (PA) and OHB (PA, Procurement, Engineering) after Audit they thought they would be out Implementation of Audit outcomes and willingness to learn necessary know-how (e.g. ECOS) commitment to potential internal investments before contract signature (e.g. clean room) PROCUREMENT ORGANIZATION & OPPORTUNITIES // L. OHB SYSTEM AG - PROCUREMENT GOOD PRACTICES (I.E. EXEMPLARY STORY ON HOW TO BE INCLUDED IN THE OHB SUPPLY CHAIN) Company follow-up steps to inclusion in supply chain: 2017: wins first contract with OHB in same mission for which they were audited and originally contacted through RFI campaign (pre-selected after competitive RFP for technical and programmatic reasons) Build-to-print contract (no engineering) Activation of committed investments (clean room) Company showed overall good performance and timely deliveries despite some delayed inputs from OHB! 2019: wins also second contract with OHB in second competitive ITT Build-to-spec (i.e. incl. engineering and participation into engineering models design) Company showed positive learning curve on engineering! 2022 wins further contract with OHB Italia for same item on another mission (again, through pre-selection after competitive RFP and tough negotiation) Recently selected for contracts with other primes for same item Now well positioned for future mission showing a good balance between commercial competitiveness, programmatic commitment and good technical skills; managed to maintain the working force and to make necessary investments to improve company competitiveness with the budged made available through the won projects PROCUREMENT ORGANIZATION & OPPORTUNITIES // L. OHB SYSTEM AG - PROCUREMENT GOOD PRACTICES (I.E. EXEMPLARY STORY ON HOW TO BE INCLUDED IN THE OHB SUPPLY CHAIN) What went well? They convinced OHB and ESA and were considered credible despite the risks of taking them on board They showed their gratefulness for having been selected with good quality work and timely delivery They profited from the boundary conditions (e.g. programmatic, geo-return) being the right supplier at the right moment in time They were keen on growing and learning They kept a communicating with the prime also outside the project specific environment They tried to understand the needs of the prime contractor and work with the prime instead of against it Through the above process the company grew from < 40 people to approx. 100 people (as of today) Will you be the next good case? OHB SYSTEM AG - PROCUREMENT GOOD PRACTICES (FOR ESA ITTS AND CALLS) Do your work before the ITT comes out!! Prepareeverything you can prepare in advance Start early enough (i.e. now) Prime contractors are not so flexible (e.g. bid-no-bid processes): it takes a while for them to react Prime contractors are busy; they do a lot of other things in parallel; you need to present something which is appealing to them Focus on one activity for the time being. Time is short and you need to push one first to make your name Keep in mind: 6 weeks run very quickly! and in your case, they are in the middle of the holiday period!!
