  1. Alcohol and Drug Policy Commission Monthly Meeting July 26, 2023 Annaliese Dolph, Director

  2. Every Oregonian should have access to healthcare, including behavioral health services and supports no matter where they live or what they can afford. Governor Kotek s Vision The Governor is mission-focused on building a behavioral health continuum of care that will meet people where they are and provide culturally and linguistically appropriate services to meet their mental health and addiction needs.

  3. Too many Oregonians cycle between the streets, jail and the Oregon State Hospital or Emergency Rooms. Governor Kotek s early actions on housing and homelessness, along with budget proposals to focus on this population will begin to address this crisis. 2023-25 Behavioral Health Initiative Oregon must sharpen its focus on deaths due to opioid overdose. Governor Kotek passed legislation and funding to ensure access to life-saving overdose reversal medications, and access to prevention, treatment, recovery and harm reduction services. Oregonians are turned away from treatment and services every day because there is not enough workforce to meet the need. Governor Kotek increased the state s investment to grow and diversify the behavioral health workforce. She will also work to streamline and create efficiencies in the licensing and certification processes.

  4. Oregon Statute Charged with improving effectiveness and efficacy of state and local prevention & treatment. Comprehensive plan including capacity, state agency budget policy priorities, licensing and contracting standards, & most effective and efficient use of state agency resources. ADPC Alignment with Governor s Vision Kotek Vision Align substance use prevention and treatment across state government. Help state government more efficiently navigate the intersections of unsheltered homelessness, addiction and criminal justice. Eliminate agency siloes and provide role clarity that aligns with the Governor s vision.

  5. Governors Short-term Goals for the Commission Provide clear direction to actively address substance use disorders in Oregon. Assess the current strategic plan and operationalize next steps for priorities that align with the Governor s vision. Work with state and local entities on direction and strategies, in particular: Youth prevention strategies Treatment capacity Harm reduction strategy to reduce deaths related to overdose Public education on fentanyl and emerging threat of xylaxine
