We must respond to changing external environment MAP Transformation Thinking localized and personalized at the Center Level. Impacts our Approach to Communications with Enterprise-Level Center Senior Leadership Changes necessitates a pivot on strategic analysis to build on the foundation we have created. Covid-19 Impacts are extensive and likely long-lasting External market shifts and collaboration (impacts to partnerships approach) Stakeholder engagement (more difficult in a digital environment, but also increases the need for a holistic approach) Workplace environment and team dynamics are challenging (more difficult to address relationships, collaboration, creativity, and innovation) Productivity and the pace of change has been impacted. OSACB Leadership and other Team Changes Need for clarification of roles, responsibilities, and operating processes.
Meeting Center Senior Leadership Expectations OSACB Director s FY21 Priorities .. Integrated strategic engagement plan that support advancement of the center strategy (broad set of stakeholders partners, influential NASA stakeholders, news media, general public). Strengthen and deliver our integrated strategic analysis products to support an advancement of center strategy Develop a strategic partnerships framework that supports center strategic goals (including transformation) Continue to deliver on our commitments to agency programs Communications (public engagement, news media and public affairs, digital media content) Technology Transfer and SBIR/STTR Management, Operations, and Resources support to ensure operational excellence Emphasis on our People Employee performance planning, training, development, and succession planning Ensuring a Health and Family First workplace Ensuring an inclusive workplace that leverages the strength of our diversity
Post-Pandemic Future of Work Call to Action Post Post- -pandemic pandemic External Collaboration - Work Actions Let It Go (Coping Tactics) Limited travel = difficulty meeting/engaging new external partners New ways of developing new partner relationships are needed Make It Work (Invest) More emphasis on federal data/technology transfer as a natural resource to stimulate private sector Institutionalize rapid infusion processes / priorities to accelerate transformation as modern federal lab Rethink public engagement strategies (virtual, personal) Invest in targeted & interactive virtual outreach experiences (w/partners?) Insight/oversight challenges Invest in streamlined tools, processes, policies needed for virtual collaboration w/ commercial partners X Explore Opportunity (Seed) NASA outreach and public engagement/inspiration explodes with more people demanding virtual content and new ways to offer it (to include AR/VR experiences, reinvention of STEM experiences in hybrid live/virtual classrooms, etc) Investigate training for SD/OSACB Outreach Office to support new outreach methods Lean In (Accelerate) Streamlined tools, processes, contracts, agreements to allow for agile external collaboration Contract/Legal collaboration to streamline partnering processes Wider aperture of potential collaborators based on geographic mobility Start with a strategy for engaging partners (e.g., employee co-location) Civil servant geographic mobility proves on-site command/control not required Intentionally open aperture & connect with wider array potential partners, including beyond aerospace 7 Need to address barriers and challenges to create an expanded set of tools for partnerships in order to be successful beyond the budget horizon
