OSHA SHMS Background 1980 29 CFR 1960 - Basic Program Elements for Federal Employee Occupational Safety and Health Programs and Related Matters OSHA s National Office remains under the Department of Labor program in accordance with AFL-CIO agreement 2011 Field SHMS MOU signed between management and NCFLL (OSHA s field union) OSHA Notice: ADM 04-00-001 OSHA Safety and Health Management System (May 23, 2011) Referred to as the OSHA Field SHMS Manual Updated in 2016, 2020, and 2022 Established a Safety and Health Management System (SHMS) for OSHA Field employees Establishes specific Safety and Health programs for Regional/Field implementation Field SHMS Executive Steering Committee OSHA s Safety and Occupational Health Manager coordinates both National Office and field offices

OSHA SHMS Field SHMS Manual 27 chapters Topics include program administration, roles and responsibilities, and specific S&H programs (e.g., Respiratory Protection, Lock Out/Tag Out, PPE) Chapters developed by joint labor- management workgroups Supplemental program-specific chapters (e.g., Chemical Hygiene at the Salt Lake Technical Center) www.osha.gov/shms

OSHA Field SHMS Manual Management Commitment & Employee Involvement The basic tenets of an effective SHMS are Management Commitment and Leadership, Employee Participation, Worksite Analysis, Hazard Prevention and Control and Safety and Health Training. - OSHA Field SHMS Manual Management Commitment and Leadership The Assistant Secretary bears responsibility for the health and safety of OSHA employees as well as temporary, contract and visiting employees and will demonstrate leadership and commitment... Reflected at all levels of management Employee Participation Each employee is responsible for: Following safety and health rules and practices of SHMS Participating meaningfully in SHMS activities
