THE LANGUAGE FLAGSHIP The Language Flagship is a partnership between the Department of Defense and U.S. IHEs with the mission of creating new models of language learning that produce college graduates with professional-level or Interagency Language Roundtable Level 3 (ILR 3) proficiency in Arabic, Chinese, Korean, Persian, Portuguese, Russian and Turkish.
ELIGIBILITY REQUIREMENTS U.S. Institutions of Higher Education (IHEs) May propose consortial arrangements with other IHEs and / or partner with study abroad providers Do not need to currently host a domestic Flagship program. However, the Capstone program is open only to students who have completed a domestic Flagship program.
CAPSTONE PROGRAM MODEL Intensive Curriculum designed to advance students from an ILR 2 to an ILR 3 in speaking, reading, and listening. Writing skills must developed to be strong enough to operate in an in-language professional environment. LANGUAGE-SPECIFIC REQUIREMENTS Arabic Location: Morocco Enrollments: 30 40, with capacity to scale up to 60 Required Dialects (in addition to MSA): Darija, and Egyptian and or/Levantine Chinese Location: Mainland China Enrollments: 60 80 students, with capacity to scale up to 100 No more than three internship cities Russian Location: Kazakhstan Enrollments: 40, with capacity to scale up to 80 One semester of Kazakh language instruction to build upon foundational Kazakh preparation students receive domestically
CAPSTONE STUDENT SELECTION All applicants must have at a minimum an ILR 2 in speaking, an ILR 2 in either reading or listening, and no lower than an ILR 1+ in the remaining modality (either reading or listening) IIE facilitates the Capstone Application and Selection Process for all Overseas Capstone Programs There is an Additional Placement Process for Chinese Flagship Students for Immersion Options in Mainland China, Taiwan, and Defense Language Institute Foreign Language Center in Monterey, CA.

EVALUATION CRITERIA Partnership with Overseas Institution/Institutions Strength of Proposed Program Design Plans for Articulation with Domestic Flagship Programs Risk Management and Student Support Leadership, Administration, and Management Budget and Cost Effectiveness
PROJECT TIMELINE Anticipate making one cost-reimbursable award for each language of up to $200,000 for Project Period 1 and $800,000 per Project Period for up to four years thereafter. Project Period 1: January 1, 2021 May 31, 2021 Project Period 2: June 1, 2021 May 31, 2022 Project Period 3: June 1, 2022 May 31, 2023 Project Period 4: June 1, 2023 May 31, 2024 Project Period 5: June 1, 2024 May 31, 2025 Project Period 1 is a preparation and planning phase.
FUNDING TIMELINE September 14: Proposal Deadline Early October: Selection Panels Late October: Notification of Finalists January 1, 2021: Award Begins Late February 2021: Capstone Selection Meetings in Washington, DC Summer / Early Fall 2021: First Cohort of Students
