Measure 110 Oversight & Accountability Council Proposal for Consideration when a County Region is Under Allocation June 15, 2022
Counties under allocation where all 7 elements are met: Multnomah - approximately $4M Clackamas approximately $3M Deschutes - approximately $2M Josephine approximately $1.6M Columbia - approximately $400k Clatsop approximately $2.5M Benton approximately $44K 2
Options for unallocated funds Allocate funds to Access to Care ORS 430.389 (3)(a) If moneys remain in the Drug Treatment and Recovery Services Fund after the council has committed grants and funding to establish behavioral health resource networks serving every county in this state, the council shall provide [Access to Care] grants and funding to other agencies or organizations Authorize additional funding to approved BHRN providers (Enter) DEPARTMENT (ALL CAPS) (Enter) Division or Office (Mixed Case) 3
Budget Negotiation Goals & Values OHA follows these goals and values when negotiating on behalf of the OAC: Adhere to OARs and OAC values Work to fully utilize county region funds Work with approved providers within the county region Adhere to clear, transparent, guidance supported by the OAC 4
Proposal Considerations We recommend the approach be as clear and simple as feasible We recommend a focus on housing options because housing is a key barrier Some other areas need special attention in the negotiation process (i.e., harm reduction due to increased cost of supplies) but do not need a new process (Enter) DEPARTMENT (ALL CAPS) (Enter) Division or Office (Mixed Case) 5
Proposal for OAC consideration When county region appears to be under allocation after all service areas are funded, first focus on expanding housing services within a region. OHA will reach out to approved housing providers within the county region to determine whether one or more can expand offerings to meet additional housing needs. If the county region is still under budget after additional housing options are funded to the extent possible, pro-rate remaining funds based on each provider s proportion of the current budget. 6
