Overview of Address Confidentiality Program for Survivors
The Address Confidentiality Program (ACP) provides survivors with a substitute address to safeguard their location privacy. It enables agencies to respond to requests for public records without disclosing a survivor's whereabouts. The program supports interagency cooperation in protecting victims of sexual assault, domestic violence, stalking, trafficking, and harassment. Participants can benefit from free mail forwarding services, confidentiality in voting and marriage records, and the ability to renew the substitute address every four years. Compliance regulations ensure that state and local agencies accept the substitute address in creating new public records. Participants can request the use of the substitute address at home, work, or school and are responsible for authorizing its use. A designated authorization card is used for verification. Withdrawal or cancellation of participation requires a written request and should not be renewed in case of identity changes or using false information.
