Why Are We Here? You are here to represent your state for PARIS training! But also PARIS is only as successful as the community of states and territories makes it. One of the best ways to enable the PARIS community is to bring it together.
PARIS Overview Background: Concern that individuals may be collecting public assistance from more than one state States have different systems and methods of implementing public assistance, making data matching difficult Public Assistance Reporting Information System (PARIS): A computer matching service for public assistance recipient data provided to states free of charge Effort against waste, fraud, and abuse Voluntary program (except for Medicaid)
Organizational Structure ACF/OPRE: Manages the program (and program website), Negotiates Computer Matching Agreements (CMAs) and Interagency Agreements; and Provides training to states PARIS Board of Directors (state-level experts) provide support and advice DoD/DMDC provides the technical infrastructure States submit data, conduct investigations, and cooperate together
Quarterly Matches Matches occur quarterly (2020 dates: Feb 14, May 8, Aug 14, Nov 13) Each quarterly match consists of three data matches (based on SSN): Interstate (Medicaid, TANF, SNAP, Worker s Comp, and Child Care) VA (compensation/pension) "Federal" (DoD/OPM records on active/retired military/civilian employees) Not a database (data is destroyed by DMDC)
Who Participates? Interstate Match: All 50 states, DC, and Puerto Rico (at least once annually for Medicaid beneficiaries per CMS regulations Currently August) VA and Federal Match: Voluntary; Most states participate in either or both of the matches most quarters ACF encourages all states to participate in all matches all quarters
Results? August 2019 PARIS Match: Interstate Match 48 participating states, 62.35 million records, 503k matches VA 39 participating states, 9.48 million vets, 316k matches Federal Match 39 participating states, 5.30 million records, 56k matches (Total: 875k matches)
Costs? Free for states ACF/OPRE provides administrative support and training free of charge DoD/DMDC provides computer matching service free of charge (States must fund their internal infrastructure) Board of Directors receive no additional compensation
Benefits? States can get substantial benefits. E.g., in 2018: Ohio found 15,766 matches and $7.56 million in documented savings (closed cases, cost avoidance, claims & overpayments) ~$479 per match New York closed or removed active clients on 8,593 public assistance cases, for a projected cost savings of $49.35 million Benefits vary by state participation and response (Potential: ex. 875k matches x $479/match = $419 million?!)
