WIOA mandates a VR/SRC Partnership & provides the framework for the SRC voice
To have an informed voice- SRC members need a working understanding of the Rehabilitation Act, as amended in 2014, so that they:
are comfortable & informed when entering into discussions concerning VR policy, procedures, long and short range agency planning; & have a basis, & legislative reference, for WIOA related discussions.
And they need an in-depth understanding of Section 105 of the Rehabilitation Act & Sections 361.16 & 361.17 of the implementing Regulations Because these provide detailed mandates for the SRC structure & functions.
But before we start, lets get to know each other! Tell us a little about yourself. Who do you represent on the Council? What questions do you have that you would like us to talk about?

The SRC works in partnership with the VR agency and is mandated in Section 105 of the Rehabilitation Act
The Rehab Act is Title IV of the WOIA. WIOA is federally legislated by Congress & applies to all states & trust territories
WIOA (Workforce Innovation & Opportunity Act) Title IV of WIOA (Rehabilitation Act) Title I of Title IV (VR Services) Section 105 of Title 1 (SRC) CFR 361.16 & .361.17
So- Lets look @ the Rehabilitation Act
Philosophy of the Rehab Act- The Rehabilitation Act mandates that policy be consistent with- Respect for individual dignity, personal responsibility, self determination, & pursuit of meaningful careers based on informed choice. Respect for individual privacy, rights, & equal access. Inclusion, integration, & full participation. Authorized representative, if needed. Advocacy & community involvement.
And that it- Empower to maximize employment, economic self-sufficiency, independence, inclusion & integration into society. Maximize opportunities for competitive, integrated employment. Fulfill aspirations for meaningful & gainful employment. Increase employment opportunities & employment outcomes. Ensure transitioning opportunities.
What does the Rehab Act include? Title I- VR Services Title IV- National Council on Disability Title II- Research & Training Title V- Rights & Advocacy (503/504) Title III- Professional Development: Special Projects & Demonstration Title VI- Employment Opportunities Title VII- Indpendent Living Services
SRC responsibilities focus on Title 1- VR Services What is in Title 1 ?
100- Declaration of policy; appropriations 101- State Plan 102- Eligibility & Individualized Plan for Employment 103- VR Services 105- **State Rehabilitation Council** 106- Evaluation standards & performance indicators 107- Monitoring & review
