Who We Are The Department for Income Support administers the Child Support Enforcement program and the Disability Determination Services program. Department for Income Support Mission To ensure vital income supports are provided to enhance the well-being of Kentucky s families. Child Support Enforcement Mission To ensure Kentucky s children are financially supported by both parents. Disability Determination Services Mission To determine medical eligibility for residents of the commonwealth who apply for Social Security and Supplemental Security Income (SSI) disability benefits from the federal government. 2

Child Support Enforcement Designated to ensure that children are financially supported by parents who are legally obligated to pay child support. 34% State Funded 66% Federally Funded 5
Child Support Enforcement Agency core functions include: Parent location Establishment of paternity Establishment, modification, and enforcement of child support and medical orders Collection and disbursement of child support payments Non-judicial functions include: Obtaining of financial Institution information DNA testing In-hospital paternity establishment Wage assignments Personal property and assets, liens and levies Tax refund and unemployment benefits offsetting License revocations 6
Child Support Enforcement Received approximately $46 million, including approximately $7.5 million in incentives (based upon FFY 2020) granted annually in federal funds in SFY 2021 113 county attorneys contracted statewide to provide local services 651 full-time equivalents Cost effectiveness ratio for the amount of child support collected per dollar spent is $6.96 (Federal Fiscal Year 2020) Federal Fiscal Year 2021 disbursements: $385,881,235 Total disbursements to families: $347,250,708 Total disbursements to TANF (IV-D account): $38,630,527 7
Division of Fiscal Management (created during reorganization) Provides dedicated fiscal oversight for both department divisions. Provides increased oversight, financial fidelity, efficiency, and proper development and adherence to consistent cabinet-wide policies. Provides cross-training and cross-assistance between branches, resulting in cost savings and preparedness for staff attrition. 9
