Several Factors Have Driven DOC Medical Expenditure Increases Growing medical costs are typically the largest appropriation increase in DOC and often the Secretariat each year DOC pays commercial rates for offsite care and is subject to same macro-forces driving healthcare costs up generally DOC is responsible for the full cost of on-site and off-site outpatient care, including prescription drugs Medicaid only reimburses for care of enrolled inmates for costs related to inpatient hospitalization Growth in the portion of Department s inmate population classified as geriatric Correctional populations tend to have higher rates of chronic diseases and comorbidities than the general population Prescription drug costs, particularly those related to treatment of Hepatitis C Compliance costs related to litigation VIRGINIA HOUSE APPROPRIATIONS COMMITTEE Chairman Luke E.
