SPC Statistics for Development Division Climate Change Statistics Workplan Pacific Statistics Standing Committee 5 Port Vila, Vanuatu October 2024 Lisa Green (lisag@spc.int)
Background Countries of the Pacific are most vulnerable to the impacts of climate change. CCFS identifies good quality information is required across all climate dimensions. SDD capacity needs assessment identifies support for the production of climate change related data as a country priority. NSOs have asked for SPCs support around climate change statistics. Donors have asked how they can support our work.
Theory of Change Goal To support the Pacific region to use and produce high quality, relevant and timely statistics that covers all climate change dimensions. Statistical literacy across the region informs decision making related to climate change. High quality climate change statistics are produced in the region. Outcomes NSOs and NSSs have the capacity to produce high quality climate change data. Guidance note on the role of NSOs in climate change activities has been produced SPC climate change data network has been established SDD climate change website is operational NSOs are directly supported for climate change survey and statistical analysis and production New data products have been produced in line with appropriate frameworks and methods Statistical products have conceptual and methodological documentation for users. Outputs Assessment report on the current capacity and needs analysis has been produced Region specific support materials on statistical methods have been developed Capacity training has been offered and conducted for all countries Regional community of practice is established

SDD Funded Commitments Project Commitment Donor Timeline Climate Change Statistics Adviser in SDD Statistical adviser on climate change statistics with a focus on household survey analysis engaged with SDD. MFAT- CC flagship seed funding 2023-2026 Climate Change & Natural Disaster Household Survey Support Support for countries with climate change household surveys. Includes a survey support role in SDD collections team. Danish Government 2024-2027 Climate Change & Natural Disaster Household Survey Sourcebook Phase 2 Contractor engaged to further develop the household survey, including revisions, analysis, enumerator guide, metadata guide. World Bank- Pacstat 2024-2025 Data Science Driving Innovation in Climate Change and Natural Disasters Support to Vanuatu for innovative experiment on using machine learning for the analysis of satellite imagery and open data to inform on slow onset events and natural disasters. World Bank- Pacstat 2023-2024 Climate Change statistics support Extension of climate change statistical work beyond household surveys. DFAT 2024-2027 There is also ongoing work across SDD that supports a range of climate change related topics.
NSOs and NSSs have the capacity quality climate change data capacity to produce high Priorities: Assessment report on current state of climate change statistics across the region Establishment of regional community of practice for people interested and involved with the production of climate change statistics. Development of South-South support mechanisms. Connect PICTs with the existing international groups of statistical experts (e.g. disaster, environment) Potential Activities: Identify what supports NSSs need through mapping of existing data, in country assessments and stakeholder engagement. Targeted development and delivery of training materials to build capacity, both in person and virtually. Develop a Pacific minimal set of indicators based on the Global Set with associated guidance notes.
Statistical literacy across the region informs decision making related to climate change Priorities: Stocktake what data is held by SPC to inform an increase in the use of high-quality statistics. Produce a Guidance Note on the role of NSOs in climate change statistics. Produce a SDD climate change statistics webpage with relevant links and resources. Create an internal SPC climate change data network to connect areas of the organisation involved with different programs in the climate change space. Ocean Accounting support for PICTs. Connecting the Pacific region with international Climate Change Statistics development Potential Activities: Develop a governance framework for coordinating stakeholders. Produce a Guidance Note for data users around frameworks and statistical methodologies. Produce a Guidance Note on the use of alternative data sources in this space. Support areas of SPC to produce climate change information products such as factsheets and reports, ensuring accurate and appropriate data is used.
High quality climate change statistics are produced in the region Priorities: Support PICTs to undertake household surveys with climate change related questions and produce statistics on the impacts of natural disasters and climate change. Stocktake what data is already being held and produced. Where possible, have existing data is uploaded to the Pacific Data Hub and other access points. Support countries with their analysis and report production as required. Potential Activities: Support the collection of data needed to produce relevant climate change statistics including household surveys and censuses, business surveys, administrative data, remote sensing and earth observation data. Explore non-survey data options for collecting relevant data (e.g. administrative data) and if they can be used to produce relevant statistics. Develop a Pacific regional climate change dashboard. Also develop country specific dashboards. Support countries with the development of SEEA accounts and indicators using existing data. Support countries to produce indicators in line with appropriate frameworks and methods.
Recommendations 1. Note the proposed climate change statistics workplan, and in particular: The plan for at least 7 PICTs to implement the climate change household survey by 2027 The proposed establishment of a Pacific Climate Change Statistics network The support provided for the region in the international climate change workspace Limitations on the workplan due to the current funding restraints 2. Provide guidance on priority areas within the workplan for PICTs and on areas for partnership across the region. 3. Support this workplan for implementation across the region led by SPC working closely with Pacific NSOs, relevant NSS agencies, donors and development partners.
