Status of National Evaluation Policies and Systems PAKISTAN Kazim Abbas Shah, Director-Coord/Plan (M&E of PSDP), Planning Commission, GoP Member of Pakistan Evaluation Association (PEA) 1
Institutional Arrangements for Evaluation 1. National level Institutions for Evaluation: The Planning Commission chaired by PM an Apex body facilitate Planning, Oversee Implementation and M&E of PSDP/Donors funded projects across the country. Then, 42 Ministries/6 Provinces are Implementing through different executing departments and doing M&E of Projects; https://www.pc.gov.pk/; 2. Audit & Controls: Auditor General s organization is prime institution in Pakistan for ensuring public accountability and fiscal transparency in governmental operations. The organization is expected to bring about improvements in financial discipline and internal control environment in the executive departments for minimizing the possibility of waste and fraud. https://www.agp.gov.pk/; 3. Legal framework for evaluation There is no National Evaluation policy in Pakistan. However, the Ministry of planning, Development and Special Initiatives has taken many initiatives to improve the national Evaluations of its public sector development program by strengthening the projects Wing Evaluation unit to carry out more robust evaluations and by recruiting skilled human resource for last years. 4. Sharing of Evaluation Reports: The Government Sponsored Projects Evaluations are shared with concerned Sponsoring Ministries and Parliamentarian. https://www.pc.gov.pk/# 5. SDGs and MIS: The Ministry of Planning, Development & Special Initiatives has take initiatives to implement and track SDGs focused program. A separate SDGs Unit has been established and a huge resources allocated for SDGs. We are in process to develop an MIS on SDGs as we have PMES system for PSDP projects. https://www.sdgpakistan.pk/ 2
Capacities of VOPEs 1. VOPE/VOPEs - Pakistan Evaluation Association (PEA) is the Professional association of evaluators to promote Evaluation across Pakistan at National and sub-National level. It was established in 2016 to bridge the gap in understanding national evaluation standard; 2. EvalYouth Chapter/M&E thematic Networks-PEA has launched its EvalYouth chapter in Pakistan in collaboration with EvalYouth Asia and EvalYouth Global Network; 3. Ethics/codes of conduct etc. - There are no standards/ethics/codes of conduct in Pakistan. However PEA promotes the culture of transparency and accountability in Pakistan through Evaluation in Government, Private and Civil Society; 4. Global programs and Collaboration of PEA -?? PEA in collaboration with EvalIndigenous Global Network, formed by Eva partners has planned a dissemination and knowledge sharing among evaluator to promote local indigenous values and ethical protocols in Pakistan 3
Partnerships for NEPS 1. VOPE has identified Planning Commission (PC), Government of Pakistan as Champion for Promoting NEPS. As PC is further responsible to strengthen M&E Ecosystem in the country; 2. VOPE is in process to develop partnership with PC for much needed strengthening of NEPS; 3. VOPE starting its support by providing support in Development of Evaluation Policy at Federal Government level; 4. VOPE connecting with PC through its member and part of Projects Wing of PC dealing with M&E of PSDP; 5. We have offered our support to leadership of PC and they are in approval process for formal signing of Contract with VOPE for development of National Evaluation Policy, Government of Pakistan; 4
