Nuclotron, NICA, BM@N and MPD (I) Significant milestones reported at the 45thPAC PP meeting: Agreement between the Russian government and JINR on a dedicated contribution from Russia to the NICA megaproject that guarantees NICA realization. Signing of the Protocol between the Russian Ministry of Education and Science, the Chinese Ministry of Science and Technology, the Chinese Academy of Sciences and JINR on the prospects of cooperation within the framework of the NICA megaproject Itzhak Tserruya 46th PAC-PP, January 16-17, 2017
Nuclotron, NICA, BM@N and MPD (II) At the last PAC we heard progress reports on: NICA (by A. Sidorin): successful commissioning of the new fore-injector of the LU-20 linear accelerator and successful acceleration of an unpolarized deuteron beam. The Nuclotron experimental program (by E. Strokovsky): the PAC looks forward to hearing reports on the machine performance during the two runs foreseen in 2016, and in particular on the progress toward delivering a polarized deuteron beam. We are looking forward to the progress reports on Nuclotron- NICA, BM@N and MPD projects. Infrastructure developments (by N. Emelianov): successful launch of the NICA cryogenic complex the largest helium liquefier in Russia with a capacity of 1100 liters per hour and the near completion of the facility for producing and testing of superconducting magnets for the NICA accelerator complex. In 2016, the DAC for MPD had two meetings, on April 6 and on June 22, the DAC for BM@N had one meeting on June 22. MPD (by V. Kolesnikov): the PAC encourages further efforts towards completion of The DACs for MPD and for BM@N will have working meetings on January 17-18. the technical design reports for the main subsystems of the MPD detector and emphasizes again the need to attract young professionals and additional outside groups for the realization of the MPD project. BM@N (by M. Kapishin): The PAC is concerned by the delay in the GEM delivery by CERN. It requests the BM@N team to establish clear milestones to allow appropriate monitoring of the project execution. The PAC looks forward to hearing detailed reports on the two technical runs that took place in 2016.
Scientific Council (I) Excerpts from the Resolutions of the 120thsession of the Scientific Council held on September 22-23, 2016: General considerations: The Scientific Council congratulates Professor V. Matveev on his re-election as Director of JINR for a second term of five years and wishes him much success in leading this international centre and developing a solid strategy for its sustainable development in the long-term future. Recommendations on the seven year plan: The Scientific Council takes note of the final Draft of the Seven-Year Plan for the Development of JINR for 2017 2023. The plan is well balanced and clearly reflects the uniqueness of JINR as a multidisciplinary research centre. The Scientific Council appreciates the efforts towards integration of JINR s new and updated facilities (NICA, SHE Factory, IBR-2, Baikal-GVD) into the European and worldwide research infrastructures. The Scientific Council recommends that the JINR Finance Committee and Committee of Plenipotentiaries approve the presented seven-year plan, with an understanding that it will be updated on a year-by-year basis with the actual situation taken into account.
Scientific Council (II) Recommendations on the NICA project: The Scientific Council is pleased with the dynamic and comprehensive efforts being taken on this flagship project of JINR. The Scientific Council appreciates the progress in developing the Nuclotron-NICA accelerator complex, including the commissioning of the new fore-injector of the LU-20 linear accelerator, the installation and testing of the linear accelerator HILac, and the testing of the new polarized source. At the same time, the Scientific Council expresses concern with the delay in manufacturing the superconducting magnets and looks forward to intensified work to eliminate it. The Scientific Council recognizes the efforts of the BM@N collaboration towards testing and commissioning new detector subsystems, in particular GEM-based tracking detectors for the development of a state-of-the-art apparatus. The Scientific Council also welcomes the signing of the agreement between the MPD collaboration and participants from China for placing an order to manufacture the electromagnetic calorimeter modules and looks forward to further progress. Scientific Council (III) Recommendations in connection with the PAC-PP: The Scientific Council shares the satisfaction of the PAC for Particle Physics with the Agreement between the Russian Government and JINR concerning dedicated support from Russia to the NICA megaproject and with the Protocol between the Russian Ministry of Education and Science, the Chinese Ministry of Science and Technology, the Chinese Academy of Sciences and JINR on prospects of cooperation within the framework of the NICA megaproject. These are important steps that will enhance the international status of the NICA project and further guarantee its timely completion in 2020. The Scientific Council notes the progress towards realization of the Nuclotron-NICA project, endorses the efforts taken towards modernization of the key infrastructure subsystems and welcomes the successful launch of the NICA cryogenic complex. all the recommendations of the PAC-PP. In brief, I am very pleased to report that the SC endorsed The Scientific Council appreciates the importance of the experimental programme using beams from the Nuclotron, in particular, the technical runs that serve for testing and commissioning of key sub-systems of the BM@N detector. The Scientific Council joins the PAC in reiterating again the need to attract young scientists and additional external groups for the realization of the MPD project. The Scientific Council supports the PAC s recommendations on the approval of new projects and the continuation of ongoing projects in particle physics within the suggested time scales, as outlined in the PAC report.
