Enhancing Research through Partnerships State and stakeholder driven involvement in federal research priority setting Enhance partnerships among NASDA, LGUs and USDA Support state and federal level communication strategies to the general public Encourage incentives for private and public- private research partnerships. Programs and incentives aimed at regional cooperation should be employed to best use limited funding
