  2. Partnerships Division Mission The mission of the Partnerships Division is to support park operations to empower, inspire, and strengthen public and private partners to create, promote, sustain, and expand visitor services to California s diverse population.

  4. Concessions Program The Concessions Program is charged with developing concession partnerships and providing consultation to the field on contract management. Authority: Public Resources Code Sections 5080.02 - 5080.29 Except as provided in Section 5080.16, all contracts authorizing occupancy of any portion of the state park system for a period of more than three years shall be awarded to the best responsible bidder. PRC Section 5080.20 requires the State Park and Recreation Commission to review all proposed services, facilities, and location of any concession contract involving a total investment of over $1M for compatibility with the classification of the park unit and the general plan.

  5. Cooperating Associations Program Cooperating associations are nonprofit charitable 501(c)(3) organizations dedicated to enhancing the educational and interpretive programs in California State Parks. Authority: Public Resources Code Section 513 Nonprofit public benefit corporation organized pursuant to Part 2 of Division 2 of Title 1 of the Corporations Code Articles of incorporation state that the specific purpose of the corporation is to provide support for educational and interpretive programs Executed agreement with the Department Department may provide space for sale of approved materials, services, or both

  6. Donors Program The Donors Program consists of individuals, nonprofit organizations, or corporations that contribute funds, goods, or services to support our parks. Authority: Public Resources Code Sections 5005, 5009.1, and 5009.2 Must be a true donation Certain donation types require Department of Finance approval Deposited into State Park Contingent Fund

  7. Operators and Co-managers Program The Operators and Co-managers Program is comprised of qualified public entities or nonprofit organizations that may enter into agreements with State Parks to develop, improve, restore, care, maintain, manage, or operate a park or a portion of a park. There are two types of agreements a qualified organization can enter into: Operating Agreement and Co-management Agreement Authority: Government Entities: Public Resources Code Section 5080.30 et seq Nonprofit Organizations: Public Resources Code Section 5080.42 or specific statute

  8. Proud Partners Program Nonprofit and private organizations that partner with State Parks to provide funding and/or donated goods or services to support and enhance the visitor experience. Through a formal agreement, partners may align themselves with an individual park, a region, or with the entire State Park System. Proud Partnership Agreements typically involve licenses for the sharing of logos or other trademarks. Authority: Public Resources Code Section 5009.3

  9. Volunteers in Parks Program Individuals supporting the Volunteers in Parks Program have enhanced, maintained, and restored our state parks. Support to park operations includes public safety, education, facilities maintenance, administration, and the protection of natural and cultural resources. Authority: Government Code Section 3110 et seq. California State Government Volunteers Act

  10. Tribal Memorandum of Understanding (MOU) Program Tribal Affairs Program, housed within the Cultural Resources Division, manages the Tribal MOU Program. Through the Tribal MOU program, Memoranda of Understanding (MOUs) between California Native American tribes and State Parks are created to systematically address landscape-scale cultural and natural resources of concern or interest and foster collaboration on interpretational and educational programs in State Parks. Through the MOU process, representatives of the tribe and State Parks develop and agree upon a set of mutually beneficial activities (MBAs).
