The Partnership for Skills in Applied Sciences Engineering and Technology (PASET) as The Partnership for Skills in Applied Sciences Engineering and Technology (PASET) as a response a response PASET aims to: Support African countries to build a skilled labor force by focusing on the continuum of skills from foundational skills to upper secondary/technical/vocational training as well as higher education, scientific research and innovation. Target skills in Applied Science, Engineering and Technology (ASET) for specific priority sectors to complement and maximize returns from domestic and foreign investment in these sectors. Promote strategic partnerships between African governments, businesses & partner countries to invest in skills in ASET fields. Strengthen African ASET systems and institutions, including through improved policies, systems, standards and mechanisms to assure quality and relevance; to monitor progress and to ensure focus on results; and Enable the systematic sharing of knowledge and experience among Sub-Saharan African (SSA) countries and between SSA and Partner countries in building ASET capacity to promote development. www.icipe.org

  4. PASET Governance Structure Governing Council (GC) High-level body for Ministers and donors to provide thought leadership and take major policy decisions on PASET s direction. Composition: Ministers of SSA contributing countries (Chair); NGO rep. (part time independent co-Chair); World Bank ; High level donors; EB Executive Director; Private sector donors; civil society reps; CAG Chair and Vice-Chair (observers) Executive Board (EB) Third Party Verification Provides independent grievance mechanism with investigative & mediation roles for transparency & accountability. Reports to EB Managing body of PASET responsible for overseeing implementation of PASET s activities. Composition: Reps. of SSA contributing governments; NGO/academic/industry leader (Exec.Dir); World Bank; Donor reps.; Private sector reps; CAG Chair and Vice Chair (observers) Consultative Advisory Group Only advisory capacity; provides scientific/other guidance with knowledge and expertise to EB. Constituted by EB. Composed of higher education and TVET sub-committees. RSIF Implementation Unit Implements RSIF according to guidelines/procedures set by EB and contributing donors. Secretariat Responsible for implementing technical assistance, knowledge sharing & convening of GC and EB meetings. Managed by WB. Reports to EB Note: Solid arrow represents reporting line, while dotted arrow represents close working relationship

PASET Regional Scholarship Innovation Fund launched in 2015 PASET Regional Scholarship Innovation Fund launched in 2015 The launch was led by HE President Macky Sall of Senegal along with representatives of the heads of states in Ethiopia and Rwanda to build sustainable doctoral training, research and innovation ecosystems to develop transformative technologies in Africa for economic growth and development 1. Create a stock of highly skilled scientists, professionals and innovators in ASET areas. 2. Identify and nurture young talented Africans to further their studies in ASET fields where expertise needed most 3. Address imbalances in the number of women and disadvantaged groups in ASET fields in Africa 4. Build African university capacity to provide relevant ASET training and to ensure continued investment in scaling up ASET education and workforce www.icipe.org

Agreements signed with 10 AHUs Culmination of extensive discussions and negotiations with AHUs that started in Kigali in May 2019. Addresses university fees and student research costs. Identification of key gaps and issues for development of RSIF s capacity building strategy Strengthening PhD scholar supervision IP rights and management issues. RSIF Student Selection Process RSIF Student Selection Process Cohort 1: 15 students selected from 1030 students Call for RSIF PhD Scholars published by the African Host University and RCU Compliance check by the RCU -eligibility /completeness of applications Centralized online application by potential scholars to the RCU Cohort 2: 64 students from 1752 applications Cohort 3: ~70 students to be awarded. Call opens March, 2020 Pre-admission /ranking by AHU based on university criteria Independent reviews based on RSIF selection criteria (incl. leadership) Online panel interview Meeting of the IEC to discuss RSIF scholar applications and recommend to EB for award Award by the PASET Executive Board www.icipe.org

Strong vision and leadership with institutional focus on Africa or strong interest to work in Africa 3. Research programmes aligned to country priorities 4. Willingness to host RSIF PhD scholars for 6-24 months sandwich component 5. Willingness to provide joint supervision for scholars throughout scholars PhD program, and work closely with AHU faculty 6. Willingness to provide financial or in-kind resources for PhD scholars 7. Willingness to waive costs of tuition for PhD scholars 8. Interest and willingness to invest in long-term partnership with AHUs or home universities of PhD scholars after graduation 9.
