  2. Presentation Outline Background CDBG Program Update on Accomplishments Action Item - FFY 2016 Annual Action Plan Activities and Allocation

  3. CDBG Entitlement Program in General Federal Program that started in 1974 in order to provide funding for housing and community development. The National Objectives of the Program are to: 1) Benefit low- and moderate-income persons (LMI) 2) Prevent or eliminate slum or blight 3) Address urgent community development needs (Emergency) * Local Decision on Programs & Projects to Fund

CDBG Entitlement Program - Background Example Project/Programs that Beneficiary Must be LMI (National Objective) Housing Related Activities Public Services (Limited to 15% of Grant) Economic Development Infrastructure Improvement (In Qualified Areas based on Census or benefits area 51% or greater LMI Area). Planning/Administration for Program (limited to 20% of allocation)

CDBG Entitlement Program - Background To receive funding, the following needs to be completed: 5-year Consolidated Plan Document intended to provide a unified vision for community development actions to meet CDBG goals of decent housing, suitable living environment, & expanded economic opportunities Annual Action Plan 1 year plan describes actions to occur over the coming year Prepared annually

CDBG Entitlement Program - Background Use Existing Plans to Identify Existing Programs or Activities which may qualify for CDBG funds City Council Goals and Objectives City Budget, Capital Improvements Plan Prosperity 2021 Comprehensive Plan Master Plans Pedestrian-Bicycle Facilities Recreation and Parks Facilities Stormwater

Accomplishments Community Development Programs Completed 3.5 miles of Seminole Woods Multi-Use Path (1.5 miles pending construction, remainder under design) ($250,000 to complete project) Provided 43 summer camp scholarships Completed rehabilitation for 10 homes+ 10 pending construction (Summer 16) (Avg. $25,000/home + admin/monitoring)

Action Item FFY 2015 Action Plan Activity Proposed Allocation Construction of Seminole Woods Multi-Use Path (Materials Only) $250,000 Home Repair Financial Assistance for Owner-Occupied Units $153,979 Public Service recreational program scholarships $10,000 Planning and Administration $25,000 TOTAL ALLOCATION FOR FFY 2015 (2015/16) $438,979

Amendment to the Citizens Participation Plan Rules require consistency with development of Consolidated/Annual Action Plan Ad to announce availability of AFH, 30-day public comment period, Provide hard copy as requested, and Require advertised public hearing date and location of meeting, where document is available and where to send comments *Change to update contact information

  14. Amendment to the Citizens Participation Plan - Recommendation Staff recommends approval of the proposed amendment.
