Requirement 23 CFR 667 Periodic Evaluation of Facilities Repeatedly Requiring Repair and Reconstruction Due to Emergency Events [a.k.a. 23CFR 667 Resiliency Requirements] The State and local agencies shall conduct statewide evaluations to determine if there are reasonable alternatives to roads, highways, and bridges that have required repair and reconstruction activities on two or more occasions due to emergency events.

  3. Evaluations For Local Agency Fed-Aid Projects: State Evaluation Create and Maintain a List of Repeated Disaster Damage sites Sites of Repeated Disaster Damage Table (a.k.a. SORDD Table) Local Agency Evaluation Review every Fed-aid project for disaster damage within limits of project If site(s) found, consider alternatives that address root cause of disaster damage Document efforts and report results of evaluation

  4. Consequences for Non-Compliance Not allowed to program project RW and CON in FTIP/FSTIP Not allowed to authorize federal funds RW and CON phases of work

  5. SORDD Table List of locations damaged in two or more disaster events Based on ER disasters and approved ER projects [to be] Posted on Division of Local Assistance web site [internet] Entire table reviewed & updated a min. once every 4 years Updated After Every Disaster Event

Procedure Preferably begin certification during the project planning phase Determine proposed project Scope and location Begin 23 CFR 667 Resiliency Certification form Compare project limits to Sites of Repeated Disaster Damage Table If no matches: complete 23 CFR 667 Resiliency Certification form, report, file [Done!] If one or more site within project limits continue with evaluation Follow Directions on 23 CFR 667 Resiliency Certification form Complete 23 CFR 667 Resiliency Worksheet and Benefit-Cost Analysis complete 23 CFR 667 Resiliency Certification form, report, file [Done!]

Important Notes Requirement is to consider alternatives not implement alternatives If alternatives are not implemented will need to explain why Completed 23 CFR 667 Resiliency form(s) are required: As part of the RFA submittal package for RW and CON As part of request to program RW and CON in the FTIP/FSTIP
