Indicator framework from the Regional Culture Strategy 1. Cultural Competency ability to fully participate in culture transmission of cultural knowledge ability to live by cultural norms, to perform culturally and to fulfill cultural obligations conditions enabling expressions of traditional culture ability to create cultural historical knowledge access to environment to be able to practice cultural skills 2.
