PIMLICO LOCAL IMPACT AID FY23 Pimlico Local Impact Aid Updates 1-mile radius Project Management Working with HNI to create close-out packages HNI will manage projects prior to FY22 through Dec. 2022. DOP will take over management of projects beginning with FY22 projects. Updates to grant contract: o Provide deadline upfront for term of contract. o Work with DOP Grant Manager on developing and reaching milestones. 12

  14. PIMLICO LOCAL IMPACT AID PCDA Grant Review Committee Meetings held on June 9 and June 28. Three applications received, two were still relevant. Grant Review Committee voted to approve one and disapprove one. Goal for next fiscal year to expand outreach. o Advertising the grant opportunity o Assistance/direction for developing successful projects. 14

  15. PIMLICO LOCAL IMPACT AID PCDA Board Vacancies Appointed by the Mayor 8 out of 15 terms expired. Applications open now through Monday, August 15.   16. PIMLICO LOCAL IMPACT AID 11 1203. (a) The Authority consists of the following 15 members: (1) the Baltimore City Planning Director; (2) ten members, five of whom shall be business owners, residents, or service providers of the areas described in 9 1A 31(a)(3)(ii) of the State Government Article, appointed by the Mayor of Baltimore City, after consultation with the members of the Baltimore City Delegation in the General Assembly representing legislative districts 40 and 41; (3) the State Senators representing legislative districts 40 and 41; and (4) one State Delegate representing legislative district 40 and one State Delegate representing legislative district 41, each appointed by the Speaker of the House. (b) The Mayor of Baltimore City shall appoint the Chair of the Authority, subject to confirmation by the Baltimore City Council. (c) (1) The term of a member appointed by the Mayor is 3 years. (2) The terms of members are staggered as required by the terms provided for members on October 1, 2005. (3) At the end of a term, a member continues to serve until a successor is appointed and qualifies. (4) A member who is appointed after a term has begun serves only for the rest of the term and until a successor is appointed and qualifies. (5) At the end of a term, resignation, or removal of a member, the Mayor shall appoint a new member to the Authority. (d) A member may be removed by the Mayor for incompetence, misconduct, or failure to perform the duties of the position. 16

PIMLICO LOCAL IMPACT AID FY24 Schedule (dates subject to change) September 28, 2022: PCDA Meeting to solicit recommendations for FY24 budget January 10, 2023: Release FY24 draft spending plan (start of 45- day review period)* January 17: Public Presentation of the proposed spending plan February 1: Public Meeting for feedback on the proposed spending plan February 10: Deadline for written comments to PCDA February 15: PCDA work session February 24: PCDA submits recommendations to Mayor s office and posts recommendations on PCDA s website March 7: Public meeting to share PCDA's Recommendations May 16: Quarterly Meeting to discuss upcoming year and share updates. *Per legislation, prior to adoption or spending any funds, PCDA has 45 days to review, comment, and make recommendations on the spending plan (Special Session SB 3, 2007). PCDA has responsibility to advise the Mayor on priorities; the funding decisions rest with the Mayor. 20
