Planning and Funding for Utahs Future Water Needs SB 80 Restructures long term funding mechanisms; Creates Legislative Oversight SB 251 Implements mechanism for legislative oversight in long term planning and data collection

Water Infrastructure Funding SB 251 Better Review & Oversight Board of Water Resources and Division of Water Resources shall: Establish a plan for an independent review of: Additionally they will: Establish criteria for better water data and data reporting; proposed construction plans for qualifying water infrastructure projects; and Establish new conservation targets based on the data described in the list above, and; the applicant's plan to repay the loan for the project; Institute a process for the independent verification of the data. Invite and recommend public involvement; Set appropriate financing and repayment terms.
SB-251 Other Changes Changes to the State Water Development Commission Adds (1) the State Treasurer as a non-voting member (2) An additional representative from the Governor s Office of Management and Budget; and (3) a representative with experience in finance and economics Appropriates $ out of existing funds for a Big Five accounting firm (or similar) to help develop the rules.
