  1. POPCRUs PRESENTATION ON NATIONAL POLICING SUMMIT BY PRESIDENT T NGWENYA 10 April 2025

  2. Introduction It is both honour and a privilege to stand before you today and discuss an issue that is central to the future of policing in our country. In South Africa, the conversation around policing is often complex. We face a multitude of challenges, from rising crime rates to issues of corruption and public distrust. As a union that represents the interests of police, traffic and prison officials we have long recognised that the well- being of our officers is directly tied to the quality of service they can provide.

  3. Contribution of organised labour Firstly, organised labour ensures the fair treatment and support of police officers. A motivated workforce is an effective workforce. By negotiating better wages, benefits, and working conditions, we can create an environment in which officers feel valued and supported. Our members risk their lives every day to protect and serve, and in return, they deserve fair compensation, proper resources, and the professional respect they have earned.

  4. Cont.. This commitment to the well-being of our officers leads to higher morale, greater job satisfaction, and ultimately, an improved police service.

  5. Shaping policing policy. POPCRU plays an active role in shaping policing policy. We are not merely defenders of worker rights but also strategic partners in the policy-making process. By contributing our expertise, we ensure that policies reflect the realities of frontline policing. It is through this partnership that we influence key decisions on resource allocation, training programs, staffing levels, and more.

  6. Professionalisation of the police service. We advocate for comprehensive training, merit-based promotions, and ongoing career development for all officers. By pushing for higher standards, we ensure that the police force remains skilled, adaptable, and responsive to the demands of modern policing. A professional police service is one that earns the trust of its communities, and organised labour helps to foster an environment where training, ethics, and accountability are at the forefront of police work.

  7. Accountability and ethical policing As POPCRU, we are not afraid to speak out when there are issues of corruption or abuse within the service. We stand firm in our belief that every officer must be held to the highest ethical standards. This includes advocating for transparent disciplinary processes that promote accountability and reinforce the integrity of the police force.

  8. POPCRU stands firmly against the militarization of the police We believe that the over-militarization of our police force is counterproductive. Militarized policing alienates the very communities it seeks to protect, and it undermines the public s trust in law enforcement. Our stance is clear: we must move away from a militarized approach and embrace community-oriented policing that is focused on collaboration, dialogue, and trust.

  9. Fair Labour Practices and Collective Bargaining Popcru management and employee representatives negotiate terms and conditions of employment, ensuring fair wages, benefits, and working conditions of employment. Popcru removes bureaucratic barriers through collective bargaining by streamlining processes and reduce bureaucratic red tapes, allowing for more efficient communication and collaboration between management and police officers. facilitate collective bargaining, where

  10. Conclusion The role of organised labour in optimising policing efficiency cannot be overstated. We are committed to working together with government, police leadership, and the communities we serve to build a police force that embodies the values of justice, integrity, and respect. Let us continue to work hand in hand to build a police service that is capable, compassionate, and truly responsive to the needs of all South Africans.
