  1. POWERS AND FUNCTIONS OF SIXTH SCHEDULE IN PRESENT ASSAM BY ANKUR BANIA DEPARTMENT OF POLITICAL SCIENCE DR. B.K.B. COLLEG, PURANIDUDAM,NAGAON

  2. INTRODUCTION The sixth schedule is a provision for the administrations of tribal areas in the state of Assam, Meghalaya, Tripura and Mizoram. The constituent assembly popularly known as Bordoloi committee under the chairmanship of Gopinath Bordoloi gave the advice on the future administrations of the North-east frontier (Assam) tribal and excluded area.

  3. Sixth schedule area in Assam Currently there are three autonomous councils under sixth schedule in Assam: 1.NCHAC 2.KAAC 3.BTAD

  4. LEGISLATIVE POWERS The management of any forest not being a reserve forest. Use of any canal or water-course for the purpose of agriculture. Jhum and other forms of shifting cultivation. Establishment of village or town committees. Appointment of headman. Inheritance of property. Marriage and divorce. Social customs.

  5. EXECUTIVE POWERS Construct primary school. Construct and manage dispensaries. Construct markets. Construct cattle pounds. Construct fisheries. Construct roads, road transport and waterways.

  6. FINANCIAL POWERS Constitution of District and Regional funds. Powers to collect taxes and fees. Entitlement to Royalties. Indication of resources to be credited to councils.

  7. JUDICIAL POWERS It provides for Regional and District councils to constitute Village councils or courts to the exclusion of any court in the state for the trial of cases between schedule tribes within such areas. The Regional or District council can appoint members and presiding officers of such village councils. The Regional and District councils are also empowered to act as court of appeal.

  8. COCLUSION The power and function of the District and Regional councils under the sixth schedule fulfill the aspiration of the tribal people of Assam and make the democracy more successful.
