Election Recap: Federal Races US Senate races John Fetterman (D) flips open Senate defeating Mehmet Oz (R) 51%/46% [seat of retiring Sen. Pat Toomey (R)] Nationally: Democrats retain Senate control; close races in AZ and NV called for D incumbent; December run-off in GA will determine if party split is 50 D/50 R or 51 D/49 R US House races 9 D/8 R split for PA delegation; was 9D/9R [PA lost one seat due to redistricting Fred Keller (R)] 2 retirements in Western PA-based districts Mike Doyle (D) & Conor Lamb (D) Close calls in District 7 (Lehigh Valley) Susan Wild (D)/Lisa Scheller (R) and District 8 (NEPA) Matt Cartwright (D)/John Bognet (R): both win by 51%/49% margins Nationally: Republicans take control of the chamber (5 seats still not called) What it means for PPC: Expectations of red wave where Republicans would greatly expand U.S. House majority and take the U.S. Senate majority did not materialize Divided government will lead to political gridlock: we will continue our focus on health care, home visiting, and child welfare
Election Recap: State Races Governor s Race: Josh Shapiro (D) defeats Doug Mastriano (R) 56%/42% Republicans retain control of state Senate: 28 R/22 D Democrats pick up 1 seat in newly-created district [was Sen. John Yudichak (I-caucused with Rs)] Democrats take PA House majority: 102 D/101 R Incumbents defeated: Todd Polinchock (R-Bucks), Tim Hennessey (R-Chester), Chris Quinn (R-Delaware), Chris Sainato(D-Lawrence), and Todd Stephens (R-Montgomery) D s pick up seats in new districts: D-22 (Lehigh County), D-49 (Lancaster County) D s flip seats of: Rosemary Brown (Monroe), Chris Quinn (Delaware), Jim Cox (Berks), Sue Helm (Dauphin), Andrew Lewis (Dauphin), John Hershey (redistricted), Bob Brooks (redistricted), Carrie DelRosso (Allegheny), Lori Mizgorski (Allegheny), Meghan Schroeder (Bucks), and Todd Stephens (Montgomery) seats R s flip Chris Sainato (Lawrence) & Gerald Mullery (Luzerne) seats 3 vacant/will be vacant D seats: Tony DeLuca (deceased), Summer Lee (elected to Congress), Austin Davis (elected Lieutenant Governor) Requires special elections to fill seats; has impacted leadership elections in the House due to uncertainty of timing with special elections What it means for PPC: Anticipate Senate to act as back-stop to D-controlled legislature/executive branch Significant new member issue education: 118 of 203 House members (58%) have been elected since 2018
Caucus Leadership Races Senate: Republicans elected the following leadership slate: Kim Ward (Westmoreland) as President Pro Tempore; Joe Pittman (Indiana) as Majority Leader; Ryan Aument (Lancaster) as whip; Scott Martin (Lancaster) as Appropriations chair Democrats elected (maintained) the following leadership slate: Jay Costa (Allegheny) as Minority Leader; Vince Hughes (Philadelphia) as Appropriations chair House: Delayed leadership elections due to uncertainty around majority control and timing of needed special elections Democrats will likely elect Joanna McClinton (Philadelphia) as Speaker of the House; Matt Bradford (Montgomery) as Majority Leader; and Jordan Harris (Philadelphia) as Appropriations chair Uncertain outcome in Republican caucus in regard to current leadership
End of Session Recap: Federal Pennsylvania s State Plan Amendment (SPA) to extend postpartum coverage for moms from 60 days to 12 months in the Medical Assistance and CHIP Program has been approved by CMS DHS has begun implementation of extending postpartum coverage for moms on MA and CHIP; SPA approval is the final technical step for implementation of this program extension MIECHV (home visiting) program funding and authorization that was set to lapse on September 30, 2022, but was included in the Continuing Resolution passed by Congress to fund the federal government until December 16, 2022 Action must be taken to reauthorize MIECHV for 5 years and we are hopeful it will be included in a year-end omnibus budget package PPC has been advocating that the provisions of the Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 be included in MIECHV reauthorization, including increasing the federal funding stream for the first time and allowing the continuation of virtual home visits
End of Session Recap: State State Legislative Wins HB 1866/Act 118 of 2022 (Boback): This priority bill of PPC bill will improve permanency practices for older youth in foster care. SB 522/Act 150 of 2022 (Baker): PPC has been advocating for the passage of a universal lead screening bill with our Thriving PA campaign partners. SB 522 was amended in House Appropriations to weaken testing requirements before final passage and approval by the Governor. We view this as an incremental win and will work to strengthen the law in future legislative sessions.
