Income Tax Earmark Modification Proposal Income Tax Earmark Modification Proposal Statutory provisions to increase per-pupil state funding Retain and modify existing Article XIII Earmark Prioritize public education funding framework by including: 6% WPU increase for FY24 Statutorily guarantee, contingent on the passage of the constitutional amendments; Legislature will fund additional increases to the WPU value by rolling in the savings in the minimum school program from declining enrollment for fiscal years 2026-2030 Freeze enrollment numbers for five years with a sunset review for a potential five-year expansion 2% WPU increase will be set aside this year and will be distributed immediately after the election (November 2024) 2020 HB357 language Use revenue growth to fund enrollment and inflation Budgetary stabilization Language allowing budgetary flexibility only after growth, inflation, and stabilization requirements have been met. 4
JLC Letter to Legislators JLC Letter to Legislators April 2023 April 2023 Letter JLC Expectations A press released on March 2, 2023 explaining the JLC s conditional support of SJR10. On April 24, 2023, JLC sent a letter to all legislators. The letter addressed the JLC s conditional support of SJR10 and put forward a list of expectations that we had for the 2023 Interim Session and the 2024 Legislative Session. 1. Increase in funding for public education beyond inflationary increases, 2. Increased emphasis on local control and flexibility for local school boards, 3. Reduction in administrative demands, 4. Elimination of unfunded mandates, 5. Automatic inflationary adjustment to the certified tax rate, and 6. Commitment to items of importance to the public education community. 5
