PO Definition Definition A private organization (PO) is a self-sustaining special interest group set up by people acting outside the scope of any official position they may have in the federal government POs are NOT integral parts of the military service or federal entities. They are NOT Non Appropriated Fund Instrumentalities (NAFIs) or entitled to the sovereign immunities and privileges given to NAFIs When an unofficial activity s or organization s current monthly assets (which include cash inventories, receivables and investments) exceed a monthly average of $1,000 over a three month period, the activity or organization must either become a PO, discontinue on- base operations or reduce its current assets Count on Us!
Operating Rules Operating Rules Each PO must be approved in writing by the installation commander or designee Force Support Squadron Commander/Director monitors and advises all POs Directs the Resource Management Flight Chief (RMFC) to keep a file on each PO RMFC reviews each PO annually to make ensure documents, records and procedures are in order POs must be self-sustaining and cannot receive direct financial assistance from a NAFI in form of contributions, dividends or donations Allowable logistical support to POs is very limited. Consult the Staff Judge Advocate (SJA) before providing support to POs Count on Us!
Operating Rules Cont. POs with gross revenues of $250,000 or more must have an annual audit completed by a Certified Public Accountant (CPA) POs with gross revenues of at least $100,000 but less than $250,000, must have an annual financial review conducted by an accountant (CPA not required) POs with gross revenues of less than $100,000 but more than $5,000, are not required to conduct independent audits or financial reviews, but must prepare an annual financial statement for review by the RMFC Installation staff chaplain should coordinate on requests to establish religiously oriented POs POs may not unlawfully discriminate on any proscribed basis, including race, color, sex, marital status, age, religion, national origin, political affiliation or physical handicap Count on Us!
Operating Rules Cont. Each PO has the responsibility of obtaining adequate insurance or waiver from the requirement to obtain adequate insurance by the installation commander or designee. A waiver of insurance requirement will not protect the PO or its members from valid claims or successful lawsuits POs will not engage in activities that duplicate or compete with the activities of the Army and Air Force Exchange Service (AAFES) or Services NAFIs POs must comply with all applicable federal, state and local laws governing such activities. POs desiring tax-exempt must file an application with the IRS Fundraising by POs is governed by AFI 36-3101, Fundraising Within the Air Force and DoD 5500.07R, Joint Ethics Regulation. Operating Rules Cont. POs are prohibited from conducting games of chance, lotteries, or other gambling activities, except in very limited circumstances, e.g., certain types of raffles, as set forth in AFI 34-223, Private Organizations (PO) Program, para. 10.16, and the JER POs may not sell or serve alcoholic beverages subject to the limited exception for PO personnel contained in AFI 34-219, Alcoholic Beverage Program, para. 2.3 POs will not engage in resale activities unless specific authorization is granted. The installation commander or designee may authorize occasional sales for fundraising purposes such as bake sales, dances, carnivals and similar infrequent functions Count on Us!
CFC & AFAFC The Air Force conducts two annual fundraising campaigns; the CFC and AFAF Campaign Fundraising or conducting a special event for a specific organization or charity during CFC and AFAF must be avoided Official Endorsement Under DoD 5500.7-R, Section 3-210.a., Air Force employees may not officially endorse, or appear to endorse, fundraising for any non-Federal entity except for those specifically identified in JER Section 3-210.a. That section permits official support and endorsement of the CFC and AFAF Count on Us!
Operating Rules Cont. Per AFI36-3101 Chapter 3, 3.3.9, ad hoc fundraising to support unit holiday parties is specifically allowed during the Combined Federal Campaign. The installation commander, or their delegate, is the approval authority for any ad hoc fundraising activities during the Combined Federal Campaign. Guidance for ad hoc fundraising are outlined in Chapter 5. Occasional sales for fundraising purposes is specifically defined as not more than three fundraising events per calendar quarter This prohibition against frequent or continuous resale activities does not preclude collective purchasing and sharing of purchased items by members of POs or UA and organizations so long as there is no actual resale Count on Us!

Fundraising Reminders Make requests early (2 weeks prior) No more than 3 fundraisers per calendar quarter Governing Directives: AFI 36-3101, Fundraising Within the Air Force AFI 34-223, Private Organization (PO) Program Fundraising request package must be routed through: Facility being used for fundraiser AAFES, Commissary, Base Restaurant, Golf Course, etc. Public Health, 582-6542 (if food is involved) Legal 72 FSS Resource Management Approved by 72 FSS Director or Deputy Count on Us! 12

Fundraising Cont. Not authorized: Competition/duplication w/AAFES or Services (FSS) Frequent or continuous resale Amusement, slot machines, raffles, lotteries and other games of chance Sale of alcoholic beverages Use of MWR Commercial Sponsorship Fundraising events must be avoided during CFC and AFAF but are allowed per AFI36-3101 for Christmas fund raising.
