Assist with the oversight of the performance of the school bus contract to ensure conformance with the services specifications contained within the Bid specifications as well as within the School District s Policies and Practices. Participating in the preparation as well as the approval of all invoices from/to the school bus contractor against services requested, services provided, and price submissions contained within the Bid specifications. Establishing and monitoring the fuel allocation for which the School District will provide the bus contractor for the bid specified transportation services requested. Ensuring that requirements are met that are consistent with industry standards and that are mandated by the various State and Federal agencies that provide oversight of student transportation services. Acting as an independent resource to the School District on matters that pertain to student transportation services through requested attendance at meetings, writing reports, completing various transportation studies, and initiating these types of activities when needed and/or appropriate. Completing school bus safety and child safety zone reviews when needed and requested. Functioning as one of the liaisons between school district and bus contractor. Preparing any future MOA s and BID/RFP specifications that may be needed to change or clarify services. 2. 3. Evaluation of the financial status of the cafeteria program including profit and loss statements. Evaluations and recommendations of revenue sources. Evaluation and recommendations for staffing patterns and labor budget. Evaluation of daily meal claims and analysis of the average daily participation (ADP) for breakfast and lunch. CONSULTANTS HUMANRESOURCES HUMAN RESOURCES: Mediation between disputing employees to prevent legal action. Maintaining and updating personnel files with accuracy and confidentiality. Observations and evaluations of teachers in order to develop their professional teaching skills, so they can better deliver curriculum and instruction to our students. I also observe and evaluate teachers to help determine if the Superintendent will recommend tenure at the end of their probationary period. Segregation of duties is another area: I negotiate the salary of new employees and enter their data into the financial and personnel management system. But I do not enter their salary. The Treasurer enters it and checks the accuracy of my data entry to make sure we aren t overpaying a new employee. I ensure the District adheres to laws regarding Equal Opportunity employment. I post and advertise for open positions. I set up the interviews and committees and I help select new hires. I make sure they are qualified and certificated. I check references. This year, the District hired new elementary teachers, a music teacher, a PE teacher, a Kitchen Manager, and Executive Secretary / BOE District Clerk. Review teacher s proper probationary periods so they don t receive tenure by estoppel. I maintain position control so they District does not over hire or have redundancies in duties. I mediated a civil rights complaint lodged against the District by several employees which nearly resulted in a legal action. That issue is resolved. Most complaints, issues and concerns come to me first and most have been resolved. Several investigations with our employees which resulted in letters of counsel being placed in their personnel files and hopefully a more positive approach from these employees in. Another investigation resulted in the separation of the employee from the District. As you know there have been several grievances filed by a union which Margaret and I worked to resolve. We ve established regular Labor-Management meetings between this union, ourselves and District administrators to resolve issues before they reach a grievance stage. We ve worked hard to build relationships with union leadership and mentor District administrators in labor management. We ve worked on resolving the overpayment issue and developing a payroll calendar in compliance with the State Comptrollers directives. Played a role in the 2023-2024 budget development process, regarding positions.
