NEW STRUCTURE OF THE PROFESSIONAL WING The Professional Wing shall be divided into the following: The Directorate of Infrastructural Designs and Development :Charged with the responsibilities of infrastructural project design and documentation. Setting standards and Specifications Directorate of Operations: charged with the following responsibilities: management of contracts, Site monitoring, supervision of construction and rehabilitation works Directorate of Public Facility Management: charged with the following responsibilities: assessment of rents and rates, management of public facilities and estates 3

SPECIAL FUNCTIONS OF THE MINISTRY SLRA Act. 2010 Section 2 Part (g): delegate with the Minister s approval the maintenance and protection of any road or ferry forming part of the national road network; The Director-General shall be a civil engineer with proven ability in management and shall be appointed by the President on the recommendation of the Minister and subject to approval by Parliament

  6. SPECIAL FUNCTIONS OF THE MINISTRY Professional Engineers Registration Council Act. 1990 Section 5: One registered Engineer nominated by the Minister. Section 23: The Minister may upon the recommendation of the Council make regulation for or in respect of any matter relating to or connected with the functions of the Council under this Act, or the proper exercise, discharge or performance thereof. Section 24: The Minister may upon the recommendation of the Council, by order amend, alter, vary or revoke any or all of the provisions of the Schedules to this Act.

SPECIAL FUNCTIONS OF THE MINISTRY Professional Architects Registration Council Act. 1986 Section 5(1): The Council shall consist of seven members as follows: (a) One member being a Registered Architect nominated by the Minister. Section 25: The Minister may upon the recommendation of the Council make regulation for or in respect of any matter relating to or connected with the functions of the Council under this Act, or the proper exercise, discharge or performance thereof. Section 26: The Minister may upon the recommendation of the Council, by order amend, alter, vary or revoke any or all of the provisions of the Schedules to this Act.

  8. SPECIAL FUNCTIONS OF THE MINISTTY NPPA Public Procurement Manual Section 4.4 states the following: the Ministry of Works and Public Assets (MWPA) is responsible for the preparation of specifications and designs for construction works and projects through its own resources, or any organization it assigns to the task, except where Procuring Entities have their own approved technical departments. MWPA is responsible for supervising and monitoring the implementation of Government funded construction projects and works in the public sector and no Procuring Entity may contract consulting or supervising engineers except with the approval of MWPA. MWPA maintains the Registers of pre-qualified, licensed and approved Contractors and Engineers.

  9. CHALLENGES Acute shortage of staff especially professional and technical manpower and Lack of Personnel training Insufficient Budgetary Allocation for the Ministry. Lack of vehicles including motor bikes and other logistics to support monitoring of roads, building projects, quarry operations and Petroleum Storage facilities. Lack of tools and equipment e.g. Computers and accessories, Rebound Hammer, Ultrasound scanner, Camera, Laser Distance Measurement, Profometer, Measuring tapes, GPS, Compasses, Electronic Distance Measurement (EDM), Calculators, Leveling Machine, Total Station, Theodolite, safety gears, etc. Lack of comprehensive electronic database on public assets Conflicting roles amongst MDAs, specialized technical works are been undertaken by other MDA s without consultation, collaboration and cooperation. E.g. Building Development Control, Construction and maintenance of Airport, Inland Jetties, Wharfs, Dams, Storm Drains, etc. and the regulation of coastal erosion and Sea face protection.

  10. CHALLENGES Low salary/remuneration to attract and retain technical and professional staff. Huge payment of arrears to Suppliers, Contractors and Consultants. COVID-19 is the one most challenging factor to the implementation of activities. The Ministry is still challenged with office accommodation for MDAs like Ministries of Gender and Children s Affairs, Water Resources, Environment, and other Agencies.

  11. RECOMMENDATIONS Adequate and timely budgetary allocation. Adequate Staffing and Personnel training. Provision of Vehicles and other logistics for project inspection and monitoring. Provision of technical tools and equipment. Effective and efficient collaboration between stakeholders in the infrastructure sector. Comprehensive upgrade and business reform of the Carpentry and Mechanical workshops with modern tools and equipment. Improved salary/remuneration to attract and retain technical and professional staff.

  12. RECOMMENDATIONS Timely payment of arrears to Suppliers, Contractors and Consultants. Establishment of a comprehensive electronic database on public assets.
