DCoC Capacity Building Priorities DCoC Capacity Building Priorities Reference to DCoC Action Plan Focus on thematic sub-working groups; in particular, the following: IUU Fishing (Tanzania); Protection of Ships, Ports, and Coastal Installations (Ethiopia); and Protection of the Marine Environment (Mauritius). Development and operationalisation of the DCoC Information Sharing Network (ISN). Development of the DCoC Regional Maritime Security Strategy and Risk Register Support in building regional Coast Guard capabilities; with a focus on: Somalia Djibouti Yemen

  3. DCoC Capacity Building Priorities DCoC Capacity Building Priorities Reference to DCoC Action Plan Implementation of the DCoC regional training programme. Meetings on the implementation of the Jeddah Amendment. Implementation of the ISPS Code across the region. Support for regional States in enhancing maritime security governance. Secretariat support for the implementation of the DCoC/JA.

DCoC Capacity Building Priorities DCoC Capacity Building Priorities Thematic Sub-working groups particularly on IUU Fishing (Tanzania) Protection of Ships, Ports, and Coastal Installations (Ethiopia); Protection of the Marine Environment (Mauritius) Draft concept papers providing guidelines for thematic areas, develop TORs, identify partners, related programs and areas of support. Chairing countries to identify relevant industry subject matters to support NFPs on the thematic areas Sub working group chairs to spot and tap into IMO meetings and activities where thematic areas are addressed and/or implemented. Conduct risk assessments for each thematic area to enable structured risk mitigation Presented to donors on the 3rd of October, 2024.

Number of Countries without National Maritime Information Sharing Centres Number No. of countries seeking to make their existing centres fully compliant with the DCoC Strategy and Roadmap, either by creating new specialized National Maritime Information Sharing Centres or upgrading existing ones Number of Countries with operational NMISCs (active information sharing taking place in some form) Number of Countries with existing NMISCs (operational or not)

DCoC Capacity Building Priorities DCoC Capacity Building Priorities Development of the DCoC Regional Maritime Security Strategy and Risk Register Resolution 2 of the Cape Town High-Level meeting (Oct 2023) approved development of DCoC Regional Maritime Security Strategy and Risk Register. RMSS AND RMSRR to harmonize coordination among the regional and national maritime security mechanisms. Strategy vital to address wide range of maritime security challenges and threats in region. The IMO & Kingdom of Saudi Arabia organised a regional workshop on the development of the DCoC Regional Maritime Security Strategy (RMSS). Week One: covered the development of a general DCoC Regional Maritime Security Risk Register (RMSRR) Week Two: covered development of the RMSS framework. Note: workshop held at the Jeddah Academy for Maritime Science and Security Studies in Nov 2024 A follow-up national workshop is planned to be held in Mombasa, Kenya, in February 2025 to complete the strategy. Implementing partners supporting this work: IMO, IOC, EU (Crisis Response and Safe Seas for Africa Projects)

DCoC Capacity Building Priorities DCoC Capacity Building Priorities Meetings on the Implementation of the Jeddah Amendment Signatory States required to convene regular meetings to enhance cooperation and coordination. Virtual meetings by the DCoC governance framework held. Steering Committee met in April and June 2024. Working group on Capacity Building Coordination met March 2024. Friends of the DCoC convened April 2024. Working group on Information Sharing meets in Sep 2024. A donor meeting was held at the IMO in Oct 2024.
