  2. 14thSPC Heads of Fisheries Meeting 198 delegates (39% female and 61% male) registered and participated in an hybrid HoF14 Six working papers, 14 Information papers, 11 background papers and 11 country and territory updates were prepared and discussed during HoF14 HoF14 endorsed three critical work areas including i. the new SPC FAME business plan 2022-2027, ii. SPC FAME priorities and emerging work areas, and iii. Recommendations from the 4thRegional Technical Meeting on Coastal Fisheries and Aquaculture / Community-based fisheries dialogue (CBFD) Eleven requests for action by SPC FAME, in which 64% have been actioned, while rest are progressing well.

HoF14 Key highlights A process and timeline for Pacific Regional Aquaculture Strategy agreed to by RFMM3 - progress is discussed in WP6, including: revised process to develop the strategy seeking members endorsement on the tentative goals and objectives, which will inform broader consultation to develop the strategy GCF - Adapting to tuna-dependent Pacific Island communities and economies to climate change (WP7): Partnerships established to assist SPC FAME s preparations of 9 side studies Focal points from members appointed on the GCF oversight committee have been identified National consultations with 14 participating countries have been completed

RFMM3 in Tarawa, Kiribati Ministers: expressed desire to increase the level of benefits generated from the region s tuna fishery through greater involvement in all levels of the value chain Emphasised the need to work hard to realise the significant socio- economic value and economic potential of aquaculture in the region that remains largely under-developed. Discussed in detailed climate change and its impact on our coastal and offshore resource Emphasised need to develop cooperative fisheries management approaches to build resilience int our collective fisheries 3rdRegional Fisheries Ministers Meeting

  5. 3rdRegional Fisheries Ministers Meeting SPC FAME co-facilitated with FFA and CROP partners including discussions paper on: Outcomes of the 14thSPC Heads of Fisheries Meeting Coastal Fisheries Report Card Pacific Framework for Action on Scaling up Community- based fisheries management Significant progress has been made on SPC FAME s ongoing work on climate change impacts on Pacific fisheries and ocean ecosystems (WP7) - including: 11 out of 12 KRAs on Knowledge Generation have made progress in the past year, 5 out of 6 KRAs on Generation of regional and national capability have made progress in the past year 5 out of 6 KRAs on Solutions have made progress in the past year

RFMM3 progress update Review of Coastal Fisheries Report Card (IP9): Draft indicators updated from existing list of New Song and Roadmap indicators, Regional consultations are planned from 11 12 April 2023 Revised indicators will be presented to the 4thRegional Fisheries Ministers Meeting in RMI (week of 3rdJuly 2023)

  7. RFMM3 progress update SPC FAME will provide update on the implementation of Pacific Framework for Action on Scaling Up Community-based Fisheries Management to RFMM annually. Collation and aggregation of data is in progress including: recently released survey on the Status of Community-based Fisheries Management in Pacific Islands Countries and Territories Online CBFM platform Echoes of Oceania Tailor-made information and awareness materials targeting communities CBFM legal guide Certification course on Community Fisheries Compliance National CBFM scaling-up strategy Annual Community-based Fisheries Dialogue (CFBD)
