Project Review Committee Established by CPARB per RCW 39.10.240 o Review and approve GC/CM and Design-Build (DB) projects o Certify public bodies to use GC/CM and/or DB PRC membership o Knowledgeable about GC/CM and DB o Reflect membership of CPARB Members appointed by CPARB o Serve 3 year terms o May apply for follow-on terms
PRCMembers Members elect Chair and Vice-Chair one year term o Alternate public and private (July to June) Chair may appoint panels for PRC business o Full PRC for owner certifications and recertifications o Individual Panels of 6-8 for project applications Members recused for individual project or public agency potential conflict of interest Members may bid and participate on projects reviewed by PRC
PRCMeetings Regular public meetings o Currently bi-monthly with an additional June meeting Public notice required 20 days prior o Newspaper and website o Identify public body o Identify projects o Offer time, location and method for public comment o Publish applications on website Allow and record public comments
PublicBody Certification May apply for GC/CM, DB or both Certification for 3 years o Renewable with recertification application and approval o Submit Recertification application 3 months prior to expiration Certification allows GC/CM or DB without individual PRC project approval Demonstrate successful management of the procedure within the past 5 years
PublicBodyCertification Application reviewed by full PRC membership PRC must determine that the public body: o Is experienced and qualified to determine which projects are appropriate for the GC/CM or DB o Is experienced and qualified to carry out the procedure (management plan, personnel, demonstrated success, resolution of audits) PRC deliberation and decision at the meeting PRC may revoke certification
ProjectApproval Application is reviewed by individual panel of 6-8 PRC members Applicant must demonstrate: o Substantial fiscal benefit over traditional procedures o Project meets requirements of RCW 39.10 o Experience and qualifications of the project team to undertake the procedure o Resolution of audit findings PRC decision at the meeting Application deemed approved if PRC fails to meet within 60 days of submission to PRC
PRC Panel Member Expectations Notify PRC Chair and Admin Support of: o Availability to serve on panels o Any potential conflict of interest Review the assigned applications and provide questions to PRC Inbox by due date Attend PRC meetings or notify PRC Chair & Admin if unable to attend Application evaluation form: o Includes RCW 39.10 criteria to be evaluated/considered o Space to document your rationale for approval or denial of application o Sign your name
ProjectApprovalKeystoSuccess Plan for PRC application submission to PRC o PRC meets 4thThursdays of odd months o Applications due by the 20th of the month before the scheduled meeting. Provide a thorough and responsive application o Review past applications in archives on PRC website Attend a PRC meeting in advance of application Provide written responses to PRC panel questions before the meeting
ProjectApprovalKeystoSuccess At the meeting, focus on two things: 1. How does the project qualify for the GC/CM or DB procedure under RCW 39.10? 2. The experience and qualifications of the project team to successfully deliver the project using GC/CM or DB. (Consider if outside consultant expertise is appropriate)
