Purpose Without testing in spring 2020, no current participation rate information available Application to extend the U.S. Department of Education waiver on 1% cap on participation in the alternate assessment requires either: 2020 pre-ID data (which was incomplete at the time of shut down) Projected participation rates for spring 2021 based on student IEP data Data will provide current information on participation rates to districts for: Determining training needs Monitoring participation rates 2 Michigan Department of Education | Office of Special Education

Catamaran Projected participation rate active in Catamaran starting today Projected rates for member districts and ISD programs are due by November 30, 2020 ISDs will review and submit aggregated data to MDE by December 11, 2020 MDE will submit 1% cap waiver extension request by January 11, 2021 3 Michigan Department of Education | Office of Special Education 3

Data Needed for Projected Rate Total enrollment (as 100% of students are expected to test) of students: ONLY in grades 3, 4, 5, 6, 7, 8, 11 Total number of students in grades 3, 4, 5, 6, 7, 8, 11 who are designated to take MI-Access Based on IEP 4 Michigan Department of Education | Office of Special Education

Catamaran District Projected Participation Rate Form 2020 projected rate reported in 2019-2020 and will be completed IF: Member district tested more than 1% of students with MI-Access in 2019 AND district completed justification form in 2019-2020 including a projected 2020 participation rate 5 Michigan Department of Education | Office of Special Education

Catamaran 2020 Projected Participation Rate This projected 2020 rate: Helps member districts look at trends and history Is generated automatically from the 2019-2020 justification form (is not editable) Rate will show as zero if: Member district was not required to complete a full justification form in 2019-2020 (rate was 1% or less in 2019) 6 Michigan Department of Education | Office of Special Education

  9. Catamaran Data Table Third Row Participation rate will be automatically calculated by Catamaran dividing the second-row value by the first-row value. 9 Michigan Department of Education | Office of Special Education

  10. Catamaran Comment Box Comment box is provided if a member district or ISD program would like to provide additional information about the projected participation rate.
